RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBER. Adds the definition of "business day" to the offense of abuse of a family or household member. Repeals the forty-eight hour no contact provision and specifies that the period of separation that a police officer shall order for the person whom the police officer reasonably believes to have inflicted the abuse of a family or household member commences when the order is issued and expires at 6:00 p.m. on the second business day following the day the order was issued. RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE. Amends the residential landlord-tenant code to allow use of the security deposit to: replace keys, including key fobs, parking cards, garage door openers, and mail box keys; and pay for utility service provided by the landlord under the rental agreement but not included in the rent. RELATING TO SEX TRAFFICKING. Establishes the offense of sex trafficking as a class A felony. Includes offense of sex trafficking in the department of the attorney general's statewide witness program. Includes the offense of sex trafficking in the list of violent crimes for which victims may be eligible for criminal injury compensation. Amends the offense of promoting prostitution in the first degree to repeal the act of advancing or profiting from prostitution of a person less than eighteen years old. Adds the offense of sex trafficking to the list of covered offenses for which property is subject to forfeiture. Adds the offense of sex trafficking to the list of crimes for which an order to intercept wire, oral, or electronic communications is permitted. Amends the eligibility requirements for an offender of promoting prostitution in the first degree if the offender knowingly advanced or profited from prostitution of a person less than eighteen years old to be able to petition the court for termination of sex offender registration requirements. Includes the offense of sex trafficking to the list of offenses in which deferred acceptance of guilty plea or nolo contendere plea does not apply. Effective 01/07/2059. (SD1)

RELATING TO THE SECURE AND FAIR ENFORCEMENT FOR MORTGAGE LICENSING ACT. Establishes a mortgage license exemption for sellers of real property who offer or negotiate terms of a residential mortgage loan secured by the seller's own real property for which the seller is the mortgagee; provided that the seller is a person, estate, or trust who provides three or fewer mortgage loans in one calendar year and the interest is not above the State's usury limit. Requires the seller to provide the buyer a written document with the loan amount, payment schedule, and consequences of default. (SB756 HD1)

RELATING TO CONSUMER PROTECTION. Requires persons charging a consumer's credit or debit card or account for automatic renewal or continuous service offer to provide the consumer an acknowledgement containing the automatic renewal offer terms or continuous service offer terms. Requires acknowledgment of terms, cancellation policy, and how to cancel to be provided. Requires free trial offers to clearly and conspicuously disclose how to cancel the agreement prior to the consumer being charged for goods and services. (SB464 HD1)

RELATING TO THE INSURANCE HOLDING COMPANY SYSTEM. Makes certain clarifying amendments to article 11 of the State insurance code, relating to the insurance holding company system. Takes effect on 1/1/2016.
