Requires the department of public safety to collect data relating to the number of incoming offenders into the state correctional system who are parents, the number of children they have that are under the age of eighteen, and any other information that the department of public safety deems useful to facilitate services to incarcerated parents or their children. RELATING TO BACKGROUND CHECKS. Expands the scope of background checks conducted by the Department of Health on operators, employees, applicants, and volunteers in health care facilities and other persons providing health care on behalf of the Department of Health to include criminal history record checks, sex offender registry record checks, adult abuse perpetrator and child abuse and neglect record checks, and certified nurse aide registry record checks. RELATING TO HEALTH. Prohibits the consumption, purchase, possession, and sale of powdered alcohol. Defines powdered alcohol. (SB550 HD1)

RELATING TO HEALTH. Increases the minimum age for persons who may purchase tobacco products or electronic smoking devices from eighteen to twenty-one years of age. Prohibits possession or consumption of tobacco products or electronic smoking devices by any person under eighteen years of age in public places. Amends the definition of "electronic smoking device" as used in section 709-908, Hawaii Revised Statutes. Defines "tobacco products". (SB1030 HD1)

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in federal law on controlled substances; amends section 329-20, HRS, to add new controlled substances federally scheduled as required under section 329-11, HRS; adds a new synthetic cathinone and eight new synthetic cannabinoids to section 329-14, HRS. RELATING TO PARTITION OF HEIRS PROPERTY. Adopts Uniform Partition of Heirs Property Act. Establishes procedures and remedies for use in actions for partition of real property involving heirs property (real property held in tenancy in common that meets certain requirements). RELATING TO THE SECURE AND FAIR ENFORCEMENT FOR MORTGAGE LICENSING ACT. Establishes a mortgage license exemption for sellers of real property who offer or negotiate terms of a residential mortgage loan secured by the seller's own real property for which the seller is the mortgagee; provided that the seller is a person, estate, or trust who provides three or fewer mortgage loans in one calendar year and the interest is not above the State's usury limit. Requires the seller to provide the buyer a written document with the loan amount, payment schedule, and consequences of default. (SB756 HD1)

RELATING TO CONSUMER PROTECTION. Requires persons charging a consumer's credit or debit card or account for automatic renewal or continuous service offer to provide the consumer an acknowledgement containing the automatic renewal offer terms or continuous service offer terms. Requires acknowledgment of terms, cancellation policy, and how to cancel to be provided. Requires free trial offers to clearly and conspicuously disclose how to cancel the agreement prior to the consumer being charged for goods and services. (SB464 HD1)

RELATING TO THE INSURANCE HOLDING COMPANY SYSTEM. Makes certain clarifying amendments to article 11 of the State insurance code, relating to the insurance holding company system. Takes effect on 1/1/2016.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony. Those wishing to provide oral testimony will be limited to two minutes.
