RELATING TO NOTICE OF HEARING BY THE LABOR AND INDUSTRIAL RELATIONS APPEALS BOARD. Allows the Labor and Industrial Relations Appeals Board the option to provide notice of hearing by online posting on the board's webpage if service by first class mail fails to elicit a response from the party.

RELATING TO WAGES AND HOURS ON PUBLIC WORKS LAW. Requires laborers and mechanics working on public works to file administrative complaints within one year of the date that unpaid wages or overtime were due. Ensures confidentiality of a complainant. (HB952 HD1)

RELATING TO THE HAWAII CIVIL RIGHTS COMMISSION. Authorizes the executive director to dismiss a discrimination complaint and issue a notice of right to sue after a determination of a reasonable cause of discrimination is made and conciliation fails.

RELATING TO OCEAN RESOURCES. Authorizes administrative inspections within the West Hawaii regional fishery management area.

RELATING TO SHARK AND MANTA RAY PROTECTION. Creates administrative penalties for any person who knowingly captures, kills, or takes any shark or manta ray within state marine waters. Provides exemptions for native Hawaiian gathering rights and cultural practices, research purposes, and public and personal safety. (HB1339 HD1)

RELATING TO AQUATIC LIFE. Establishes an aquatic life conservation program in the Division of Aquatic Resources to implement conservation measures, including limited entry areas and certification requirements, to regulate the collection of fish and other aquatic life for aquarium purposes. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony. Those wishing to provide oral testimony will be limited to two minutes.
