Clarifies application of State Ethics Code to technology transfer arrangements supported by the University of Hawaii.  Effective 7/1/2050.  (SD1)

RELATING TO BUILDING DESIGN FOR PERSONS WITH DISABILITIES.

Amends the definition of "public buildings, facilities, and sites" under section 103-50, Hawaii Revised Statutes, to, among other things, exempt from mandatory review by the disabilities and communications access board certain construction projects constructed on state or county lands that would not ordinarily be open to public access.  (SD1)

RELATING TO KAHO‘OLAWE ISLAND RESERVE.

Clarifies that property or natural resources used or taken in violation of laws or rules pertaining to Kaho‘olawe island may be subject to seizure, disposal, and forfeiture in accordance with existing law if the offense occurs within the fast lands of the reserve or by persons or on vessels located in the area extending seaward one nautical mile of the shoreline of Kaho‘olawe island.  Takes effect on 7/1/2050.  (SD1)

RELATING TO FIREARMS.

Authorizes the department of the attorney general to develop and implement a state program to allow active and retired law enforcement officers to carry a concealed firearm in Hawaii pursuant to the federal Law Enforcement Officers Safety Act of 2004.  Makes a conforming amendment to state firearm laws.  (SD1)
