RELATING TO COLLECTIVE BARGAINING.

Authorizes the chair of the state public charter school commission to vote on agreements for collective bargaining units (5) and (6).  Requires agreements for collective bargaining unit (9) to provide 3 votes for the governor, 1 for HHSC, and 1 for each mayor.

RELATING TO NOTICE OF HEARING BY THE LABOR AND INDUSTRIAL RELATIONS APPEALS BOARD.

Allows the Labor and Industrial Relations Appeals Board the option to provide notice of hearing by online posting on the board's webpage if service by first class mail fails to elicit a response from the party.

RELATING TO WAGES AND HOURS ON PUBLIC WORKS LAW.

Requires laborers and mechanics working on public works to file complaints within one year of the date the payment was due and ensure confidentiality of the complainant or witness.  Effective July 1, 2015.

RELATING TO WAGE AND HOUR LAW.

Increases the amount of guaranteed monthly compensation required to exempt an individual from minimum wage, overtime, and record keeping requirements under the Hawaii Wage and Hour Law by way of a formula.

RELATING TO PUBLIC SAFETY.

Allows an employer to seek a temporary restraining order and injunction against further harassment of an employee or invitee who may be harassed in connection with a worksite.

Provides statutory authority for the employees' retirement system administrator to make direct payment to a former spouse of a member of benefits or portion thereof pursuant to valid court judgment, order, or decree.  Takes effect on 1/1/2017.
