RELATING TO INCOME TAX CREDITS.

Provides an income tax credit for employers when their employees telecommute for work.

RELATING TO CHILD VISITATION.

Deletes duplicative provision of awarding grandparents reasonable visitation rights.  Adds as prerequisites to awarding visitation that the court find that awarding custody to grandparent is in the best interest of the child and that denial of reasonable grandparent visitation rights would cause actual or potential harm to the child.  Clarifies procedures for awarding visitation.

RELATING TO COLLECTIVE BARGAINING.

Repeals provision providing that arbitration shall not be available to resolve disputes regarding EUTF contributions by State and counties.

RELATING TO THE RETIREMENT OF JUDGES.

Corrects errors.  Harmonizes age and service requirements for judges who are members of the employees' retirement system with requirements for other contributory plan members.

RELATING TO THE OFFICE OF INFORMATION PRACTICES.

Transfers OIP from LG to DAGS.  Increases the independence of OIP as an administratively attached agency.  Clarifies the employment status of OIP attorneys and the civil service exemption for OIP personnel.  Appropriates funds to DAGS for administrative support.

RELATING TO THE SMALL CLAIMS DIVISION OF THE DISTRICT COURT.

Establishes the exclusive jurisdiction of the small claims division of the district court over cases in which the amount claimed is $1,000 or less.  Expands the small claims division's jurisdiction over personal property cases to include any personal property worth $5,000 or less.

Clarifies the order of succession to the office of lieutenant governor when the office of lieutenant governor becomes vacant.
