RELATING TO A SEX TRAFFICKING SPECIAL TREATMENT FACILITY. Allows DHS to contract with a service provider to operate and manage a sex trafficking special treatment facility. Provides for tax and fee exemptions. Makes an appropriation.

RELATING TO YOUTH. Appropriates funds to the department of education for the development of an alternative school program that provides ongoing education to juveniles involved in the justice system, and other youth.

MAKING AN EMERGENCY APPROPRIATION FOR GENERAL ASSISTANCE. Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2014-2015 to address the budget shortfall for the general support for the general assistance program (HMS 204) in the Department of Human Services. Effective upon approval.

RELATING TO PUBLIC ASSISTANCE. Requires an applicant or recipient of public assistance to be a resident of the State for at least 4 months.

RELATING TO TAXATION. Increases the amounts of the income tax credit for low-income household renters and refundable food/excise tax credit.

RELATING TO THE MEDICAID MANAGED CARE PROGRAM. Amends the QUEST and QUEST Expanded Access references in the Hawaii Revised Statutes to remove language that refers to specific programs and replace it with "medicaid managed care". The name change also authorizes all Medicaid managed care health plans to subject prescription drugs for conditions covered in section 346-352, Hawaii Revised Statutes, to prior authorization procedures.

RELATING TO MEDICAL ASSISTANCE FRAUD. Amends section 346-43.5, Hawaii Revised Statutes, to clarify that fraudulently applying for or renewing medical assistance benefits is a class C felony, and to clarify the amount of restitution when the fraud is committed by a recipient of medical assistance benefits. Amends the statute of limitations provision under section 701-108, Hawaii Revised Statutes, to include the offense of medical assistance fraud with other felony offenses involving fraud or deception.

RELATING TO YOUTH VIOLENCE. Appropriates moneys to fund operational costs to provide therapeutic prevention and mental health programs for high risk youth.

RELATING TO JUVENILE JUSTICE INFORMATION. Allows the dissemination of information from the juvenile justice information system to law enforcement agencies for purposes of the administration of law enforcement and law enforcement agency employment.

RELATING TO YOUTH. Requires the office of youth services to coordinate a five-year safe places for youth pilot program to establish a network of safe places where youth in crisis can access safety and services. Establishes the position of safe places for youth program coordinator. Allows youth in crisis under 18 years of age to consent to services in the safe places program under certain circumstances. Makes an appropriation.

MAKING APPROPRIATIONS FOR THE ADULT PROTECTIVE AND COMMUNITY SERVICES BRANCH. Appropriates moneys for FY 2016 and FY 2017 from the state general fund for positions within the adult protective and community services branch.
