RELATING TO THE UNIFORM INTERSTATE FAMILY SUPPORT ACT. Updates the Uniform Interstate Family Support Act to reflect requirements of the Hague Convention of the International Recovery of Child Support and Other Forms of Family Maintenance. Provides procedures for registration, recognition, enforcement, and modifications of support orders from countries that are parties to the convention.

RELATING TO CHILD SUPPORT. Authorizes the Child Support Enforcement Agency to pursue support and maintenance for the child of a parent under the age of eighteen from the child's grandparents.

RELATING TO THE FAMILY COURTS. Clarifies the factors under which the family awards custody and visitation of a minor child to ensure parental parity.

RELATING TO DOMESTIC VIOLENCE. Requires telecommunications carriers to release individuals from shared or family wireless plans, without charge, upon written request in documented instances of domestic violence.

RELATING TO ADDRESS CONFIDENTIALITY. Establishes the address confidentiality program to help survivors of domestic violence and sexual assault relocate and keep their addresses confidential. Creates the address confidentiality program surcharge fund.

RELATING TO DOMESTIC VIOLENCE. Removes certain unnecessary and redundant reporting responsibilities of the family courts and the Department of Human Services in cases where temporary restraining orders are sought for alleged domestic abuse involving a family or household member who is a minor or incapacitated person.

RELATING TO AFTERSCHOOL PROGRAMS. Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program in the office of youth services to provide a standardized framework and funding for afterschool programs in public middle/intermediate schools. Establishes a revolving fund to receive fees and other moneys to supplement the costs of administering and operating the program.

RELATING TO AFTER-SCHOOL PROGRAMS. Establishes the R.E.A.C.H. Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
