RELATING TO HIGH TECHNOLOGY. Defines "industrial park" to include broadband cable landing and connectivity infrastructure facility development. Requires the board of directors of the high technology development corporation to establish advisory subcommittees to make recommendations to the board. Requires a report to the governor and the legislature in 2016 regarding the formation of the sub-committees and their plans to develop industrial parks in conjunction with broadband cable landing and connectivity infrastructure facilities.

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO CHANGE THE THRESHOLD VALUE IN CONTROVERSY REQUIREMENT FOR JURY TRIALS IN CIVIL CASES AT COMMON LAW FROM $5,000 TO $10,000. Proposes an amendment to article I, section 13, of the Hawaii Constitution to increase the threshold value in controversy requirement for jury trials in civil cases at common law from $5,000 to $10,000.

RELATING TO CAMPAIGN FINANCE. Requires the deposit of any fees assessed by the campaign spending commission into the Hawaii election campaign fund. Authorizes payment of the commission's operating expenses from the general fund and appropriates funds for operating expenses, including investigation expenses.

RELATING TO CAMPAIGNS. Reduces from less than $500 to less than $100, the aggregate contribution amount a candidate may receive from ten or more anonymous persons at the same political function.

RELATING TO ELECTIONS. Beginning with the primary election in 2016, requires the office of elections to implement election by mail in a county with a population of fewer than 100,000. Beginning with the 2018 primary election, implement election by mail in each county with a population of fewer than 500,000. Thereafter, election by mail is required for all elections. Provides places of deposit for personal delivery of mail-in ballots and ensures a limited number of voter service centers in each county to remain open on the day of election to allow voters with special needs to vote and receive personal delivery of absentee, permanent absentee, and mail-in ballots. Beginning on January 1, 2018, the voter service center shall enable the eligible voter to register to vote on the day of the election. Makes conforming amendments for procedures to postpone elections and the disclosure of the election result in the event of a natural disaster; and the allocation of election expenses between the State and counties. Appropriates funds for the implementation and administration of the election by mail program.

RELATING TO THE OFFICE OF THE STATE INSPECTOR GENERAL. Establishes the Office of the State Inspector General, to be headed by the State Inspector General to investigate complaints alleging fraud, waste, abuse, or corruption by a state agency or quasi-public agency, or by the officers or employees of a state agency or quasi-public agency. Appropriation.

RELATING TO USE PERMITS FOR SMALL BOAT HARBORS. Clarifies the requirements for obtaining a small boat harbor use permit to specify the documentary requirements to obtain a permit or to be placed on the permit waitlist. Authorizes vessel inspections by the DLNR to satisfy permit requirments.

RELATING TO HISTORIC PRESERVATION. Appropriates funds to address historic residences. Requires the state historic preservation division of the department of land and natural resources to conduct a survey on properties eligible for listing on the Hawaii register of historic places and to submit a report to the legislature.

RELATING TO SERVICE CHARGES. Requires hotels to distribute porterage service charges to employees in full or disclose to customers that the charges are being used for other purposes.

RELATING TO TAXATION. Extends Act 326, SLH 2012, for one year. Requires DOTAX to submit an annual report to the legislature on the implementation of Act 326, SLH 2012. Authorizes DOTAX to enforce civil penalties for operators and plan managers who fail to display the certificate of registration and registration ID numbers for transient accommodations. Authorizes fines to be deposited into the Tax Administration Special Fund. Amends the definitions of "local contact" and "transient accommodations".

RELATING TO THE CREATIVE MEDIA INDUSTRY. Assigns to the Hawaii Tourism Authority the responsibilities for film development and marketing. Transfers the Film Industry Branch within the Creative Industries Division of the Department of Business, Economic Development, and Tourism to the Hawaii Tourism Authority. Appropriates general funds to the Film Development and Marketing Special Fund.

RELATING TO REAL ESTATE INVESTMENT TRUSTS. Requires, and appropriates funds for, DBEDT to study the impact of real estate investment trusts. Requires a real estate investment trust to make an affirmative election to be taxed as a real estate investment trust and provide certain data as may be required by DBEDT for any report mandated by the Legislature.

RELATING TO MORTGAGE SERVICERS. Clarifies mortgage servicer requirements under chapter 454M, Hawaii Revised Statutes, including licensing requirements, crediting of payments, escrows for payment of taxes and insurance, payoff statements, delinquencies and loss mitigation efforts, borrower complaints, fee disclosures, record maintenance, assignment of servicing rights, and prohibited activities. Establishes bonding requirements.

RELATING TO INSURANCE. Makes various updates to title 24, HRS, including: making fees consistent for applications and services provided by the insurance division of the department of commerce and consumer affairs to purchasing groups, foreign risk retention groups, insurers subject to chapter 431, HRS, fraternal benefit societies, mutual benefit societies, health maintenance organizations, and dental insurers; enabling the insurance division to recover certain administrative costs associated with the applications process and services provided by the division; prohibiting rerating of rates approved by the insurance commissioner; permitting the suspension, revocation, or denial of a mutual benefit society's certificate of authority under certain conditions; and making other housekeeping and conforming amendments.

RELATING TO METROPOLITAN PLANNING ORGANIZATIONS. Creates a new chapter in HRS relating to metropolitan planning organizations. Requires an annual report. Repeals chapter 279E, HRS. Appropriates funds.

RELATING TO TRANSPORTATION NETWORK COMPANIES. Requires the public utilities commission to regulate transportation network companies and transportation network company drivers. Requires drivers to register as business entities with the Department of Commerce and Consumer Affairs. Establishes insurance requirements and qualifications for persons who operate or serve as drivers for transportation network companies. Appropriates funds to the PUC.
