RELATING TO AGRICULTURE. Authorizes the Department of Agriculture to adopt rules relating to the declaration of Hawaii origin for agricultural commodities. Effective 7/1/2112.

RELATING TO CROWDFUNDING. Establishes a crowdfunding exemption for limited intrastate investments between Hawaii residents and Hawaii businesses, limited to no more than $1,000,000 raised over a twelve month period, and no more than $5,000 per investor. Includes disclaimer requirements.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates funds for a permanent full-time director (1.0 FTE) and permanent full-time faculty specialist position (1.0 FTE) within the University of Hawaii Center on Aging.

RELATING TO HEALTH. Requires health insurance coverage of orthodontic treatment for orofacial anomalies.

RELATING TO HEALTH. Establishes a two-year pilot emergency services failsafe program to assist physicians and patients in obtaining a second medical opinion regarding diagnosis and treatment. Authorizes the Department of Health to convene a committee to create a forum related to patient advocacy in the emergency department setting. Appropriates funds for the pilot program.

RELATING TO SECTION 237-23, HAWAII REVISED STATUTES. Corrects the inadvertent repeal of wording from section 237-23, Hawaii Revised Statutes and provides a retroactive effective date.

RELATING TO CYBERSECURITY. Exempts the Hawaii cybersecurity, economic, education, and infrastructure security coordinator from civil service. Establishes one secretary position to assist the coordinator. Appropriates moneys.

RELATING TO THE ENHANCED 911 BOARD. Provides the Enhanced 911 Board with the authority to hire employees.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
