RELATING TO THE WAILUKU STATE OFFICE MASTER PLAN. Requires the department of accounting and general services to develop a Wailuku state office master plan to address the shortage of space in the Wailuku state office building and old courthouse building. Makes an appropriation.

RELATING TO THE LAHAINA FLOOD CONTROL PROJECT. Authorizes the issuance of GO bonds and appropriates funds for the Lahaina Flood Control Project. Requires the appropriation to be matched by county funds.

RELATING TO THE BOATING SPECIAL FUND. Authorizes the boating special fund to be used to pay for the hiring of full- or part-time positions for the planning, development, management, operations, or maintenance of lands and improvements under the control and management of the board.

RELATING TO SMALL BOAT HARBORS. Requires DLNR to develop individual emergency response plans for natural and non-natural emergencies that threaten small boat harbors under DLNR jurisdiction.

RELATING TO REMNANTS. Clarifies the definition of the term "remnant" for purposes relating to the disposition of public lands. Prohibits disposition of remnants that contain resources necessary for the exercise of native Hawaiian subsistence, cultural, or religious practices.

Establishes the infrastructure capacity construction loan revolving fund to provide loans to counties, state agencies, or private developers for infrastructure improvements. Appropriates funds for the administration and implementation of the infrastructure capacity construction loan revolving fund.

RELATING TO STORMWATER MANAGEMENT. Authorizes the counties to establish and charge user fees for stormwater management.

RELATING TO LIPOA POINT. Establishes a Lipoa point management council in DLNR for the development of Lipoa point. Appropriates moneys for land surveyor services, maintenance services, and development of a master plan for Lipoa point.

RELATING TO BEACH PROTECTION. Expands the scope of the Department of Land and Natural Resources' Beach Restoration Plans to include beach conservation. Allocates funds from the Transient Accommodations Tax to be used in accordance with the Hawaii Tourism Strategic Plan and for beach restoration and conservation.

RELATING TO RESIDENTIAL PROPERTY. Exempts from the definition of "historic property" any private residence that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii Register of Historic Places. Clarifies that nothing in Chapter 6E, HRS, shall be construed to require a review by the DLNR for any private residence exempted under the new "historic property" definition.

RELATING TO DISPOSITION OF TAX REVENUES. Establishes maximum dollar amounts that shall be distributed among certain non-general funds from the conveyance tax. Retains provision that the general fund receive the remainder after distribution.
