RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST ANAERGIA INC. Authorizes the issuance of special purpose revenue bonds to assist Anaergia Inc. with the development of facilities for renewable non-fossil fuel production on Maui.

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR SUNSTRONG LLC, A RENEWABLE ENERGY DEVELOPER SERVING THE GENERAL PUBLIC IN PROVIDING ELECTRIC ENERGY. Authorizes the issuance of special purpose revenue bonds to SunStrong LLC, a renewable energy developer, for the provision of electric energy and installation of renewable energy projects in Hawaii.

RELATING TO INVASIVE SPECIES. Appropriates moneys to the HISC to contract with UHERO to establish an economic model formula to establish the impact and cost of mitigating the most significant invasive species in the State. Directs LRB, in coordination with HISC, to update its 2002 study to reflect costs and impact of mitigation efforts.

RELATING TO ENERGY. Amends the State's objectives and policies relating to energy facility systems, including a policy of ensuring that fossil fuels such as liquefied natural gas be used only as a transitional, limited-term replacement of petroleum for electricity generation and not impede the development and use of renewable energy sources.

RELATING TO ENERGY. Designates the State Hydrogen Implementation Coordinator. Establishes a Hydrogen Implementation Working Group. Requires the Hydrogen Investment Capital Special Fund to be used to provide funding for the implementation of hydrogen infrastructure.

RELATING TO HEALTH. Requires birthing facilities to perform a pulse oximetry test or other medically accepted screening on newborns to screen for critical congenital heart defects. Requires birthing facilities to report certain critical congenital heart defect screening data to the Department of Health.

RELATING TO HEALTH. Establishes the Hawaii ABLE Savings Program by authorizing the Director of Finance to establish savings accounts that empower individuals with a disability and their families to save private funds to support the individual with a disability. Creates the Hawaii ABLE Savings Program Trust Fund.

RELATING TO CONSUMER PROTECTION. Requires health insurers, mutual benefit societies, and health maintenance organizations to post and update information on drugs formularies on their websites for the benefit of insureds, potential insureds, and providers.

RELATING TO HEALTH. Authorizes the Department of Health (DOH) to maintain a forum on its website where specified state-licensed care facilities may post vacancy information. RELATING TO EDUCATION. Beginning with the 2016-2017 school year, requires a child to provide written documentation of a physical examination performed within the 12 months prior to attending seventh grade. Provides for provisional attendance if an exam is scheduled. Makes an appropriation.

RELATING TO STROKE CARE. Establishes a stroke coalition and a stroke database in the Department of Health.

RELATING TO THE CYTOMEGALOVIRUS. Requires the Department of Health (DOH) to establish a public education program to inform and educate pregnant women and women who may become pregnant about cytomegalovirus. Requires DOH to convene a working group comprising various stakeholders to participate in the development of the public education program. Appropriates funds.

RELATING TO THE CIVIL MONETARY PENALTY SPECIAL FUND. A special fund is needed to deposit moneys from federal fines assessed against skilled nursing facilities and home health agencies during inspections conducted by the Department of Health on behalf of the U.S. Centers for Medicare and Medicaid Services. These moneys cannot be comingled with any other federal or state funds.
