      Status & Testimony

RELATING TO RECYCLING.

Mandates the recommendations made by the office of the auditor to the department of health regarding advance disposal fee glass containers and glass recycling.  Requires the department of health to report on its implementation of the recommendations to the legislature.

SB 1170

      Status & Testimony

RELATING TO PLASTIC PRODUCTS.

Requires the department of health to adopt a standard specification for compostable and that plastic products labeled as "compostable" meet the applicable standard specification adopted by the department of health.  Prohibits a person from selling plastic products labeled as "biodegradable" or implying that a plastic product will break down, fragment, biodegrade, or decompose in a landfill or other environment; and provides an exception for plastic products labeled as "compostable" if certain criteria are met.  Establishes fines for violators.  Takes effect on 1/1/2016.

RELATING TO UNDERGROUND STORAGE.

Requires the department of health to establish rules requiring field-constructed underground storage tanks or tank systems to meet the same requirements that must be met by all other owners and operators of underground storage tanks or systems under chapter 11-281, Hawaii Administrative Rules.

SB 1118

      Status & Testimony

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR HAZARD EVALUATION AND EMERGENCY RESPONSE PREPAREDNESS.

Makes an emergency appropriation to the Department of Health to support public health and environmental hazard evaluation and emergency response preparedness.

SB 1111

      Status & Testimony

RELATING TO WATER INFRASTRUCTURE.

Establishes the authority to transfer federal capitalization grant funds between the Water Pollution Control Revolving Fund and the Drinking Water Treatment Revolving Loan Fund within the Department of Health, in accordance with the existing federal Safe Drinking Water Act, and as codified in Title 40 Code of Federal Regulations section 35.3530(c).  Effective July 1, 2015.

RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits the sale of personal care products that contain synthetic plastic microbeads beginning on January 1, 2016.  Requires violators to pay a fine.

SB 132

      Status & Testimony

RELATING TO TAXATION.

Establishes a cesspool system upgrade income tax credit for taxpayers who connect or upgrade a cesspool system to a septic system or any department of health-approved individual wastewater system; and requires any annual amount over $1,500,000, in the department of health's sanitation and environmental health special fund, be used to fund the cesspool system upgrade income tax credit rather than having the excess special fund moneys be deposited into the general fund.  Repeals July 1, 2019.

RELATING TO RECYCLABLE MATERIALS.

Establishes a pilot program to accept for recycling products that are not easily recycled in Hawaii.  Makes an appropriation for the pilot program.

SB 1049

      Status & Testimony

RELATING TO ELECTRONIC WASTE RECYCLING.

Prohibits an electronic device manufacturer's recycling plan from providing an electronic device owner with only a mail-back option to return a covered electronic device to the electronic manufacturer for recycling.  Takes effect on 1/1/2016.
