RELATING TO ENERGY. Establishes the community-based renewable energy program, which allows the public utilities commission to establish a tariff that allows all electric utility customers to obtain an interest in a portion of an eligible renewable energy project that is providing electricity to the electric utility and receive compensation for the energy provided to the electric utility.

RELATING TO ENERGY STORAGE. Establishes an energy storage tax credit for energy storage properties that primarily supply utility customers with electricity for site-specific needs or serve the entire electric system; provided that the energy storage properties are advanced, grid-interactive systems capable of and actively participating in utility demand response programs, providing ancillary services, and serving as a resource to the electric system

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST HAWAIIAN ELECTRIC COMPANY, INC., MAUI ELECTRIC COMPANY, LIMITED, AND HAWAII ELECTRIC LIGHT COMPANY, INC. Authorizes the issuance of special purpose revenue bonds to assist Hawaiian Electric Company, Inc., Maui Electric Company, Limited, and Hawaii Electric Light Company, Inc.

RELATING TO WILDLIFE PROTECTION. Establishes the offense of the unlawful sale or trade of ivory or rhinoceros horn for any person who sells, offers to sell, possesses with the intent to sell, or imports with the intent to sell any ivory or rhinoceros horn. Creates exemptions for the sale or trade of ivory or rhinoceros horn. Effective 01/01/16.
