RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST HAWAIIAN ELECTRIC COMPANY, INC., MAUI ELECTRIC COMPANY, LIMITED, AND HAWAII ELECTRIC LIGHT COMPANY, INC. Authorizes the issuance of special purpose revenue bonds to assist Hawaiian Electric Company, Inc., Maui Electric Company, Limited, and Hawaii Electric Light Company, Inc.

RELATING TO ENERGY. Expands the types of energy generation and distribution devices that could make certain electric utility customers eligible for net energy metering. Defines renewable energy generation and distribution device.

RELATING TO ENERGY. Provides that fossil fuels such as liquefied natural gas be used only as a transitional, limited-term, and cleaner replacement of petroleum for electricity generation and not impede the development and use of renewable energy sources.

RELATING TO RENEWABLE ENERGY. Includes hydroelectric facilities as a permissible use on agricultural lands if the hydroelectric facilities are accessory to agricultural activities.

RELATING TO THE MILITARY. Makes an appropriation to address concerns relating to and the repair of the leaking underground fuel storage tanks at the Red Hill fuel storage facility.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
