RELATING TO ENERGY.

Proposed HD1:  Requires UH to establish collective goal of becoming net-zero with respect to energy use by January 1, 2035.  Establishes the University of Hawaii Net-zero Special Fund.  Appropriates funds for capital improvement projects and for staff.  (HB1509 HD1 PROPOSED)

Status

RELATING TO ENERGY.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Prohibits the ERS from investing directly in fossil fuel companies.  Requires divestiture.

Status

RELATING TO TAXATION.

Establishes a cesspool system upgrade income tax credit for taxpayers who connect or upgrade a cesspool system to a septic system or any department of health-approved individual wastewater system; and requires any annual amount over $1,500,000, in the department of health's sanitation and environmental health special fund, be used to fund the cesspool system upgrade income tax credit rather than having the excess special fund moneys be deposited into the general fund.  Repeals July 1, 2019.

Status

RELATING TO CESSPOOLS.

Prohibits new installation of a cesspool and new construction served by a cesspool after 12/31/16.  Authorizes DOH to develop rules for exceptions.

RELATING TO CESSPOOLS.

Provides temporary income tax credit for the cost of converting a cesspool to a septic system or an aerobic treatment unit system or connecting to a sewer system.

RELATING TO ENVIRONMENTAL PROTECTION.

Requires plastic products labeled as biodegradable, degradable, decomposable, or compostable to meet ASTM D6400 standards.

Gradually prohibits the manufacture and sale of personal care products containing synthetic plastic microbeads to protect marine life.

RELATING TO ENVIRONMENTAL PROTECTION.

Establishes a uniform minimum standard statewide on the use of plastic bags by retailers.  Establishes a working group to study methods to reduce the use of all disposable bags.

RELATING TO THE GENERAL EXCISE TAX.

Provides a GET exemption for the first $500,000 in sales of food waste sold for animal consumption.

RELATING TO INVASIVE SPECIES.

Appropriates moneys to the HISC to contract UHERO to establish an economic model formula to establish impact and cost of mitigating invasive species in the State.  Directs LRB to update its 2002 study to reflect costs and impact of mitigation efforts.

Status

RELATING TO INVASIVE SPECIES.

Requires LRB to update the economic and environmental costs component of its 2002 study on invasive species.  Makes an appropriation.

Status

RELATING TO THE ENVIRONMENT.

Requires LRB to update its 1985 study on environmental reorganization for Hawaii and assess the feasibility of implementing the findings and recommendations of 1992 department of environmental protection task force.  Makes an appropriation.
