Entitles the small business regulatory review board to a separate line item within the budget of the department of business, economic development, and tourism.

Clarifies that electronic copies shall be construed in the same manner as an original document for purposes of chapter 1, HRS.  Requires that electronic copies are acceptable for all purposes as intended by the particular statute that references an original document or like terms, unless otherwise provided by that statute.

Establishes within the department of accounting and general services an office of information technology, which consolidates the functions of the chief information officer, office of information management and technology, and department of accounting and general services' information and communication services division.

RELATING TO MANUFACTURING.

Establishes and appropriates funds for the manufacturing development program, through which the high technology development corporation shall distribute grants to Hawaii manufacturers for various activities.

RELATING TO TECHNOLOGY.

Expands the current Hawaii small business innovation research program by providing matching funds for phase II and phase III awards in the interest of diversifying and stimulating Hawaii's economy.  Repeals the requirement that the high technology development corporation adopt administrative rules for the implementation of the program, including rules to specify eligibility requirements, priorities, and preferences for grants.
