RELATING TO COOLING SYSTEMS IN PUBLIC SCHOOL FACILITIES. Requires DOE and DAGS, in consultation with the State Energy Office of DBEDT and Hawaii Natural Energy Institute of UH, to develop a cooling master strategy and comprehensive retrofitting study for public schools and to report findings to the Legislature. Authorizes general obligation bonds and appropriates funds for efficient classroom-cooling demonstration projects. (HB759 HD1)

RELATING TO A STATE-FUNDED COLLEGE GRANT PROGRAM. Establishes a state-funded Aloha Grant Program, to be developed and administered by the Department of Education.

RELATING TO STANDARDIZED TESTING. Requires the BOE to administer standardized tests early in the school year in order to use the tests to inform instruction in the school year in which the test is administered. Establishes conditions for standardized testing. Requires periodic audits of standardized testing protocols and reports to the legislature and the governor.

RELATING TO THE HAWAIIAN LANGUAGE IMMERSION PROGRAM. Requires the Department of Education to develop and implement for Ka Papahana Kaiapuni students, annual assessments in the Hawaiian language that are not Hawaiian translations of general state assessments. (HB874 HD1)

RELATING TO TEACHER TENURE. Sets probationary period of specified licensed charter school teachers according to policies and practices as determined by DOE, BOE, and collective bargaining agreements.

RELATING TO AGRICULTURE. Appropriates unspecified sums to the Future Farmers of America program and the 4-H program to educate and support youth in agriculture careers.
