RELATING TO CROWDFUNDING.

Establishes a crowdfunding program for limited intrastate investments limited between Hawaii residents and Hawaii businesses, limited to no more than $1,000,000 raised over a twelve month period, and no more than $5,000 per investor.  Disclaimer requirements.  Effective January 1, 2016.

RELATING TO SEAWATER AIR CONDITIONING.

Expands the types of businesses qualified to receive tax benefits under the state enterprise zone law to include service businesses that provide air conditioning project services from seawater air conditioning district cooling systems.

Extends the lapsing date to 1/30/2020, of the special purpose revenue bonds issued to assist Honolulu Seawater Air Conditioning in building seawater air conditioning projects on Oahu.  Effective 1/29/2015.

Extends the authorization to issue special purpose revenue bonds for Honolulu Seawater Air Conditioning LLC.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR ASSISTING AN INDUSTRIAL ENTERPRISE.

Authorizes the issuance of SPRBs to assist industrial enterprises.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS' BASALT REBAR INITIATIVE.

Authorizes the director of finance to issue general obligation bonds to support the Pacific international space center for exploration systems' basalt rebar initiative, including construction of a basalt rebar plant and engineering assessments of the manufactured basalt rebar; provided that no funds shall be made available unless the private sector and the federal government collectively provide a $2 for $1 match of funds.

RELATING TO MOVIE THEATERS.

Requires motion picture theaters that have two or more facilities in the State to provide closed movie captioning and descriptive narration for at least two showings per week of a motion picture.

Raises the threshold under the contractor licensing law's "handyman exemption" from $1,000 to $5,000.

RELATING TO TIME SHARING.

Provides cancellation rights to persons who contract to buy a short-term product in Hawaii.  Allows disbursement of purchasers' funds to a developer; provided that the developer first posts a bond, letter of credit, or other financial assurance.

RELATING TO NOISE CONTROL.

Enhances community noise control as regulated by county liquor commissions in counties with a large population.

Status

RELATING TO TAXATION.

Provides income tax credit (50% of qualified wages for first 6 months) for taxpayer who hires a person 65 years of age or older.
