RELATING TO EMPLOYMENT SECURITY.

Allows the department of labor and industrial relations to set criteria for independent contractor status.  Establishes criteria for when the department shall presume an individual is an independent contractor.  Requires the department to certify independent contractors.  Allows independent contractors to provide a written copy of certification to each customer.  Places the burden of proving an employee-employer relationship on the certified independent contractor if the contractor files an unemployment insurance benefits claim against a customer.  Effective January 7, 2059.  (SD1)

RELATING TO LIQUOR.

Prohibits the sale of liquor at street closure events except under certain conditions.  Effective July 1, 2020.  (SD1)

RELATING TO FIREWORKS.

Requires shippers to notify the county fire chief as to where fireworks shipments imported into the State or between counties are to be distributed; defines the term redistribution to clarify shipment notification requirements; clarifies that labels on certain fireworks shall be at least nine square inches; and establishes exceptions to fireworks prohibitions.

RELATING TO TOWING.

Establishes definitions of "hooked up", "scene", and "vehicle owner" to clarify when a vehicle must be released by a towing company.  Establishes date and time stamped photo as proof of vehicle being hooked up.  (SD1)

RELATING TO MOTOR VEHICLE REGISTRATION.

Authorizes the counties to enter into contracts with dealers and rental car companies for the registration of used cars.

RELATING TO TIME SHARING.

Provides cancellation rights to persons who contract to buy a short-term product in Hawaii.  Allows disbursement of purchasers' funds to a developer; provided that the developer first posts a bond, letter of credit, or other financial assurance.  (SD1)
