RELATING TO DEFERRED DEPOSITS.

Reduces the maximum fee a check casher may charge under a payday loan agreement for deferring the deposit of a check from 15% to 7% of the face value of the check.

RELATING TO CHECK CASHING.

Places a cap on the interest that a check casher can charge pursuant to a deferred deposit agreement at 36 per cent per annum.

RELATING TO PUBLIC UTILITIES.

Requires the bills of telecommunications carriers to contain only charges for products and services that are authorized by the subscriber.  Specifies prohibited cramming practices in phone bills.  Requires the public utilities commission to adopt additional rules to safeguard billings.

Updates title 24 of the Hawaii Revised Statutes relating to health insurance.

RELATING TO THE CONSUMER ADVOCATE.

Clarifies section 269-15(a), Hawaii Revised Statutes, so that the Public Utilities Commission may order the Consumer Advocate, rather than the Director of the Department of Commerce and Consumer Affairs, to appear in regulatory proceedings initiated by the Commission to enforce chapter 269, Hawaii Revised Statutes, and related requirements.

RELATING TO THE INSURANCE HOLDING COMPANY SYSTEM.

Makes certain clarifying amendments to article 11 of the State insurance code, relating to the insurance holding company system.  Takes effect on 1/1/2016.
