RELATING TO VETERINARY TECHNICIANS. Establishes requirements for the regulation of veterinary technicians and the practice of veterinary technology under chapter 471, Hawaii Revised Statutes, relating to veterinary medicine. Establishes provisions relating to registration requirements, educational requirements, limitations on use of titles, grounds for refusal to grant and revocation or suspension of registration, hearings, and criminal penalties. Requires the board of veterinary examiners to issue certificates of registration to applicants beginning on July 1, 2017.

RELATING TO PRIVATE DETECTIVES AND GUARDS. Requires that of the two persons on the Board of Detectives and Guards who are actively engaged in any of the licensed practices, one shall be a public employee.

RELATING TO PUBLIC ACCOUNTANCY MOBILITY. Authorizes out-of-state certified public accountants to practice in the State under certain conditions. Establishes criminal penalties for noncompliance.

RELATING TO PUBLIC ACCOUNTANCY. Authorizes out-of-state CPAs to practice in the State without a license under certain conditions.

RELATING TO THE SECURE AND FAIR ENFORCEMENT FOR MORTGAGE LICENSING ACT. Amends the definition of "sole proprietorship". Clarifies that mortgage loan originator companies may post language specifying that members of the public may be seen by appointment during posted business hours. Raises the target balance of the mortgage loan recovery fund and requires the insurance commissioner to adjust the assessed mortgage loan recovery fund fee once the target balance is reached.

RELATING TO MORTGAGE SERVICERS. Clarifies mortgage servicer requirements under chapter 454M, Hawaii Revised Statutes, including licensing requirements, crediting of payments, escrows for payment of taxes and insurance, payoff statements, delinquencies and loss mitigation efforts, borrower complaints, fee disclosures, record maintenance, assignment of servicing rights, and prohibited activities. Establishes bonding requirements.

RELATING TO FORECLOSURES. Prohibits a mortgage creditor from executing on any asset of the debtor beyond the asset that is secured by the mortgage.

RELATING TO SERVICE BY PUBLICATION. Specifies that the method of service of process for all civil cases under chapter 634, Hawaii Revised Statutes, when personal service is unsuccessful, shall include publication in a newspaper of general circulation three times or publication on a state website together with publication in a newspaper of general circulation once.

RELATING TO ON-BILL PROGRAMS. Exempts electric utilities acting as billing and collections agents for an on-bill program from various State taxes and State laws regulating financial institutions, escrow depositories, or collection agencies.

RELATING TO PARTITION OF HEIRS PROPERTY. Adopts Uniform Partition of Heirs Property Act. Establishes procedures and remedies for use in actions for partition of real property involving heirs property (real property held in tenancy in common that meets certain requirements).
