RELATING TO PESTICIDES. Increases the pesticide licensing fee. Amends authorized uses for moneys in the pesticide use revolving fund. Requires memorandum of understanding between the department of agriculture and the University of Hawaii college of tropical agriculture and human resources regarding the expenditure of funds from the pesticide use revolving fund and a report to the legislature. Establishes an environmental toxicologist position within the department of agriculture and a pesticide extension specialist, through a contract with the department of agriculture, within the University of Hawaii college of tropical agriculture and human resources. Appropriates funds out of the pesticide use revolving fund for specific purposes. Removes the sunset date of Act 168, Session Laws of Hawaii 2010.

RELATING TO THE PROTECTION OF TARO. Creates a classification of agricultural public lands entitled "taro lands". Appropriates funds to the board of land and natural resources to create an inventory of lands classified as taro lands.

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO WAIMEA NUI COMMUNITY DEVELOPMENT CORPORATION. Authorizes the issuance of special purpose revenue bonds up to $45,000,000 to Waimea Nui Community Development Corporation, a private not-for-profit corporation, for the planning, acquisition, and construction of agriculture, renewable energy, and educational facilities.

RELATING TO A FARM TO SCHOOL PROGRAM. Establishes the Hawaii farm to school program and two farm to school coordinator positions. Appropriates funds.

RELATING TO AGRICULTURAL THEFT. Establishes a two-year agricultural theft pilot project to investigate the effectiveness of a dedicated enforcement officer focused specifically on prosecuting agricultural theft and agricultural vandalism in the county of Hawaii.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit testifiers to two minutes. This two minute policy will be enforced to ensure fairness and adequate consideration to all bills.
