TWENTY-EIGHTH LEGISLATURE, 2015

S.D. 2

STATE OF HAWAII

A BILL FOR AN ACT

MAKING AN EMERGENCY APPROPRIATION TO THE HAWAII HEALTH SYSTEMS CORPORATION.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  This Act is recommended by the governor for immediate passage in accordance with section 9 of article VII of the Constitution of the State of Hawaii.

SECTION 2.  The purpose of this Act is to make an emergency appropriation to provide funds for the functions of the Hawaii health systems corporation and its regions.  Without an emergency appropriation, Hawaii health systems corporation health care operations will be severely impacted, and the impact will place the health care of the residents and visitors of the State in jeopardy.  This funding is necessary because the Hawaii health systems corporation was not fully funded for negotiated and arbitrated pay raises for fiscal year 2014-2015 and 2015-2016.

SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $15,000,000 or so much thereof as may be necessary for fiscal year 2014-2015 for the purpose of supporting the functions of the Hawaii health systems corporation.

The sum appropriated shall be expended by the Hawaii health systems corporation for the purposes of this Act.

SECTION 4.  This Act shall take effect upon its approval.
