RELATING TO AFTERSCHOOL PROGRAMS FOR ELEMENTARY SCHOOL STUDENTS.

Establishes a five-year evidence-based physical-activity and nutritional-education pilot program within the A+ Program in Hawaii's public elementary schools.  Makes an appropriation.  Effective July 1, 2030. (SD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Amends requirements for notice, hearing, approval, and vesting of rights for development permits.  Permits the Authority to accept cash in lieu of provision of reserved housing.  Requires applicants for certain proposed development projects to provide notice of the proposed project to residents and businesses within 300 feet of the proposed project.  Establishes cap amount for HCDA revolving fund and legislative oversight of HCDA bond authority.  Prohibits acquisition of public land by the Authority by set aside.  Creates height limit for Kakaako.  Effective July 1, 2050.  (SD1)

RELATING TO STATE PLANNING.

Requires the Office of Planning to review and propose updates to the State Planning Act and submit a written report to the Legislature.  Appropriates funds.  Effective July 1, 2050.  (SD1)

MAKING AN APPROPRIATION TO ASSIST COMMUNITIES WITH THE REMOVAL OF MOTOR VEHICLE TIRES.

Appropriates funds to assist communities affected by discarded or abandoned tires by providing funds for programs promoting the removal of abandoned tires that have been illegally dumped from the landscape, including funding county abandoned tire removal programs.  Takes effect 7/1/2050.  (SD1)

RELATING TO HEALTH.

Appropriates funds to provide primary medical, dental, and behavioral healthcare to uninsured and underinsured patients and restores basic adult dental benefits to medicaid enrollees.  Appropriates moneys to community health centers to provide outreach and eligibility services as well as behavioral services and to establish health homes for medicaid enrollees.  Effective July 1, 2050.  (SD1)

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FOR THE MED-QUEST DIVISION.

Makes an emergency appropriation from the general revenues for Fiscal Year 2013-2014 to address the budget shortfall for the General Support for Health Care Payments (HMS 902) in the Department of Human Services.  (SD1)

RELATING TO JUVENILE JUSTICE.

Appropriates funds to the Office of Youth Services to reduce juvenile delinquency recidivism through mental health and substance abuse treatment programs.  (SD1)

RELATING TO JUVENILE JUSTICE.

Enhances the juvenile justice system by concentrating secure bed space on serious juvenile offenders.  Strengthens disposition, adjustment, diversion, and services available for juvenile offenders to ensure family court judges, court staff, departmental staff, and service providers have the tools needed to keep youth safely and effectively in their communities.  Increases interagency collaboration.  Establishes a temporary Juvenile Justice Oversight Advisory Council.  Effective July 1, 2030.  (SD1)
