RELATING TO THE BUDGET. Requires the University of Hawaii to provide written notice to the director of finance no less than fifteen days prior to any transfer of special fund moneys between special funds and prior to any use of special fund moneys for purposes outside of the statutory purpose of the special fund. Requires the University of Hawaii to provide written notice to the director of finance no less than fifteen days prior to any transfer of appropriated funds and positions for the operating cost category among programs, and among cost elements in a program. Effective July 1, 2525. (SD1)

RELATING TO AGRICULTURE. Appropriates funds to the Local and Immigrant Farmer Education Program of the University of Hawaii College of Tropical Agriculture and Human Resources Cooperative Extension Service to support the growth and sustainability of the agriculture industry. (SD1)

RELATING TO AGRICULTURE. Appropriates funds for a pilot project at the College of Tropical Agriculture and Human Resources at the University of Hawaii at Manoa to create new technologies for sustainable agriculture in the State through scientific research and support services. RELATING TO THE MOTOR VEHICLE MECHANIC CERTIFICATION PROGRAM. Authorizes the Motor Vehicle Repair Industry Board to enter into agreements with entities, educational institutions, or other organizations, as necessary, in addition to the University of Hawaii, to ensure that motor vehicle mechanics' knowledge of motor vehicle repairs are current and in line with industry standards. RELATING TO THE ENVIRONMENT. Requires the University of Hawaii Sea Grant College Program to submit a report updating the 1996 report on oil spills. Appropriates funds for staffing and resources to update the 1996 report. (SD1)

RELATING TO WITNESSES. Increases the per diem payments to out-of-state witnesses in criminal cases. Provides an additional unspecified amount as a per diem payment for witnesses from any island other than the island on which the court is located, when that witness is required to stay overnight. RELATING TO ANIMAL CRUELTY. Establishes the offense of the unlawful sale or trade of ivory products for any person who imports, sells, offers to sell, or possesses with the intent to sell any ivory product and creates exemptions for the sale or trade of ivory products. Effective 07/01/15. (SD1)

RELATING TO ORDER OF SUCCESSION. Clarifies that the successor to the Office of Lieutenant Governor, when the Office of Lieutenant Governor becomes vacant, must be a member of the same political party as the Governor. Clarifies the order of succession if the Lieutenant Governor is temporarily absent from the State or temporarily disabled. (HB1288 HD1)

RELATING TO FAMILY COURT. Provides funds to the judiciary for one judge and three support staff for the family court of the first judicial circuit. Effective July 1, 2030. Appropriation. (HB1669 HD2)

RELATING TO COMPENSATION. For government public works construction contracts greater than $2,000, provides that overtime compensation be not less than 1‑1/2 times the laborers or mechanics basic hourly rate of pay plus fringe benefits and that if the department of labor and industrial relations determines that the prevailing wage is determined by a group represented by collective bargaining, then the overtime and any other premium shall be at the same rates set by the collective bargaining agreement. Specifies that the overtime rate be as specified in the collective bargaining agreement when the basic hourly rate is based on a collective bargaining agreement. Effective 07/01/30. (SD1)

RELATING TO PUBLIC EMPLOYEES. Requires the State Auditor to review the current civil service exemption process and recommend procedures, guidelines, and criteria to ensure that the civil service exemption process is used appropriately and only in extraordinary circumstances. Requires the State Auditor to submit a report to the legislature prior to the regular session of 2015. (SD1)

RELATING TO WORKERS' COMPENSATION MEDICAL FEE SCHEDULE. Requires DLIR to update the workers' compensation medical fee schedule annually. Authorizes DLIR to establish a workers' compensation medical fee ceiling that exceeds 110% of the fees prescribed in the Medicare Resource Based Relative Value Scale for Hawaii. Makes appropriations. Effective July 1, 2030. Sunsets June 30, 2019. (HB1974 HD2)

RELATING TO COLLECTIVE BARGAINING. Requires any further provisions each party is proposing for inclusion in the final position in a collective bargaining arbitration to be limited to those specific proposals that were submitted in writing to the other party and were the subject of collective bargaining up to the time of impasse. Provides the arbitration panel with authority to determine if final positions submitted are compliant with statutory requirements. (SD1)

RELATING TO DOMESTIC VIOLENCE. Requires a police officer to make reasonable inquiry of a victimized or potentially victimized family member and witnesses, if applicable, and order a person to leave the premises for a no-contact period of forty-eight hours, regardless of whether the police officer has reasonable grounds to believe there was physical abuse or harm inflicted or that there is probable danger of further abuse or harm. Makes the commission of an act of physical abuse in the presence of a family or household member who is a minor under the age of fourteen a class C felony. (SD1)

RELATING TO HUMAN TRAFFICKING. Establishes the Human Trafficking Victim Services Fund to be administered by the Department of Labor and Industrial Relations to provide support and services to human trafficking victims. Effective July 1, 2300. (SD1)

RELATING TO ELECTIONS. Allows late voter registration at absentee polling places beginning in 2016 and late voter registration on election day at both absentee polling and precinct polling places beginning in 2018. Appropriates funds. (SD1)
