RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST WITH THE PLANNING, DESIGN, CONSTRUCTION, EQUIPPING, LAND LEASES, AND OTHER TANGIBLE ASSETS FOR A RENEWABLE ENERGY PROJECT WITH ENERGY STORAGE TECHNOLOGY ON THE ISLAND OF MOLOKAI.

Authorizes the issuance of special purpose revenue bonds to assist Princeton Energy Group or a related special purpose entity with the financing and refinancing costs relating to the planning, design, and construction of a renewable energy project with energy storage technology on the island of Molokai.  Effective July 1, 2222.  (SD1)

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST SEAWATER AIR CONDITIONING PROJECTS ON OAHU.

Extends the authorization of the issuance of special purpose revenue bonds to Honolulu Seawater Air Conditioning, LLC, for the purpose of design and construction of a seawater air conditioning district cooling system in downtown Honolulu, for an additional five years.  Effective June 29, 2014.  (SD1)

RELATING TO ENERGY STORAGE.

Establishes an income tax credit for each grid-connected energy storage property that is installed and placed in service in the State during the taxable year beginning after December 31, 2014; provided that this tax credit shall not be available for taxable years beginning after December 31, 2025.  Allows the tax credit to be claimed as either an investment credit or utilization credit.  Effective July 1, 2050.  (SD1)

Establishes and appropriates funds for the Medicaid Buy-in Program for Workers with Disabilities.  Establishes and appropriates funds for a Medicaid Buy-in Pilot Program to be in effect from July 1, 2015, until June 30, 2017.  Effective July 1, 2030.  (SD1)

RELATING TO YOUTH.

Statutorily establishes the Resources for Enrichment, Athletics, Culture, and Health (R.E.A.C.H.) program within the Office of Youth Services to provide after-school programs in public middle and intermediate schools.  Establishes a special fund.  Appropriates funds to establish the program and one full-time position.  Effective July 1, 2050.  (SD1)

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Allows the Hawaii Housing Finance and Development Corporation to issue bonds to eligible developers for infrastructure on land owned by the eligible developer for the construction of affordable housing.  Authorizes revenue bonds to be issued by the Hawaii Housing Finance and Development Corporation.  Effective July 1, 2030.  (HB2448 HD2)

RELATING TO THE GENERAL EXCISE TAX.

RELATING TO THE STATEWIDE INTEGRATED SEX OFFENDER TREATMENT PROGRAM.

Requires the Statewide Integrated Adult Sex Offender Treatment Program to employ a best practices philosophy for the treatment of adult sex offenders.  Directs the Program to develop standards and guidelines for the assessment, evaluation, treatment, and supervision of adult sex offenders.  Identifies the Program's coordinating body as the "Adult Sex Offender Management Team".  (HB2333 HD2)

RELATING TO THE STATE FIRE COUNCIL.

Authorizes the State Fire Council to: (1) Establish statewide qualifications and procedures for testing, certifying, and credentialing individuals who conduct maintenance testing of fire extinguishers, fire protection systems, and fire alarm systems; and (2) Implement a statewide system to promote the effective use of fire and life safety resources.  (HB2365 HD1)
