RELATING TO EDUCATION. Applies the requirement for all public secondary schools to implement a school year that includes nine hundred ninety student instructional hours to all school years beginning with the 2014-2015 school year. Repeals the requirement that by the 2016-2018 school years, all public schools implement a school year of one hundred eighty days and one thousand eighty student instructional hours for both elementary and secondary school grades. Clarifies that the definition of "student instructional hours" shall be determined by the board of education in consultation with the exclusive representatives of the appropriate bargaining units. Effective July 1, 2050. (SD1)

RELATING TO EDUCATION. Requires the lengthening of the school year from 180 days to 190 days beginning with the 2015-2016 school year. Discontinues the requirements for minimum number of student hours effective at the end of the 2014-2015 school year. Makes an appropriation to the department of education. Effective 7/1/2050. (SD1)

RELATING TO THE DEPARTMENT OF EDUCATION. Allows schools and classes to participate in fundraising or charitable activities, in conjunction with a charitable organization that is a 501(c)(3) tax-exempt organization and registered under section 467B-2.1, HRS, or granted an exception from registration under section 467B-2.1, HRS, based on criteria established by the board of education. RELATING TO AIR CONDITIONING IN PUBLIC SCHOOL FACILITIES. Requires the department of education and department of accounting and general services, in consultation with the Hawaii state energy office of the department of business, economic development, and tourism and the Hawaii natural energy institute of the University of Hawaii, to develop a cooling master strategy and comprehensive study for the public schools and to report findings to the 2015 regular session of the legislature. Appropriates funds. (SD1)

RELATING TO FACILITIES FUNDING FOR CHARTER SCHOOLS. Appropriates funds for the state public charter school commission to allocate to charter schools for facilities projects based, in part, on the need and performance of the charter schools. Requires annual reporting to the legislature. (SD1)

RELATING TO CHARTER SCHOOLS. Authorizes the state public charter school commission to request the issuance of general obligation bonds from the director of finance and to allocate the proceeds for the design, planning, construction, repair, and maintenance of public charter school facilities. Creates a working group to determine criteria for and to prioritize the allocation of general obligation bond proceeds to the public charters schools. Specifies that public charter school facilities funded through the proceeds of general obligation bonds are owned by the State. Requires the state public charter school commission to report annually to the legislature. Authorizes the issuance of general obligation bonds to the state public charter school commission. Repeals on June 30, 2024. (SD1)

RELATING TO EDUCATION. Requires, by the end of the 2015-2016 school year, that: (1) Every public school, charter school, and the University of Hawaii shall have one automated external defibrillator (AED) situated in a permanent location on campus; (2) Public schools and charter schools that have athletic trainers, as well as the University of Hawaii, to have an additional AED available at every sporting event; (3) Athletic trainers shall be trained and certified on the use of AEDs; and (4) Public and charter schools that do not have athletic trainers to have at least two faculty members at every sporting event who are trained and certified on the use of AEDs. Establishes an AED working group to include representatives from the department of education, University of Hawaii, and interested stakeholder groups. Makes appropriations to the department of education and University of Hawaii. Effective 7/1/2050. (SD1)

RELATING TO THE DEPARTMENT OF EDUCATION. Creates a five-year pilot project through which the department of education will contract for the design, planning, and installation of fourth generation modular design buildings on Hawaii's public school campuses. RELATING TO SCHOOL ATHLETICS. Appropriates general funds for fiscal year 2014-2015 for the school athletics program of the department of education. Authorizes additional coaching and assistant coaching positions for fiscal year 2014-2015 for the school athletics program. (SD1)

RELATING TO HOME CARE LICENSING. Extends the sunset date of Act 21, First Special Session Laws of Hawaii 2009, which requires home care agencies to be licensed by the department of health and makes various conforming amendments.

RELATING TO ILLEGAL PARKING UPON BIKEWAYS. Sets a minimum fine of $100 for driving or parking a vehicle on a bicycle lane or bicycle pathway. (SD1)

RELATING TO NATURAL RESOURCES. Requires the use of an area or site within the conservation district for geothermal resources development to be governed by the Board of Land and Natural Resources (BLNR). Authorizes the counties to issue geothermal resource permits to allow geothermal resources development in an agricultural, rural, or urban district, even if the development is not considered a permissible use under the applicable county zoning ordinances or general plan, under certain conditions. Clarifies the permitting procedures for regulators and renewable energy developers considering geothermal resources development. Includes developers of geothermal resources under the definition of "renewable energy producer" in chapter 171, HRS, to authorize the BLNR to lease or renew leases of public lands to geothermal resources developers without public auction, under certain conditions. Reserves mineral rights for all minerals in, on, or under reserved lands to the State. Requires any renewable energy producer proposing to undertake mining operations to submit an application to the BLNR for a mining lease on state lands and set requirements for the BLNR to grant such an application. Increases the maximum amount of fines for violations of chapter 182, HRS, or any rule adopted pursuant thereto. Authorizes the BLNR to set, charge, and collect administrative fines or bring legal action to recover administrative fines, fees, and costs or payment for damages resulting from a violation of chapter 182, HRS, or any rule adopted pursuant thereto. Requires all penalties, fees, and costs established and collected by the Department of Land and Natural Resources to be deposited into the special land and development fund. Takes effect 7/1/2050.
