RELATING TO ACCESS TO JUSTICE. Establishes the Hawaii justice league program to provide loan repayments on behalf of eligible lawyers that pursue public interest work in Hawaii. Provides for loan repayments by the University of Hawaii William S. Richardson school of law. Creates the Hawaii justice league special fund. Effective 07/01/50. (SD1)

RELATING TO MINIMUM WAGE. Increases minimum wage rate to $8.20 per hour beginning on 01/01/15, $9.15 per hour beginning on 01/01/16, and $10.10 per hour beginning on 01/01/17. Repeals the tip credit. Authorizes the department of labor and industrial relations to adjust the minimum hourly wage to the nearest 5 cents based on the Honolulu region consumer price index beginning on 09/30/17 and on September 30 of each year thereafter to take effect on the following January 1.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS' PLANETARY SUSTAINABILITY TECHNOLOGIES INITIATIVE. Appropriates funds to support planetary sustainability technology demonstrations and university-based competitions.

RELATING TO THE CULTURAL EXCHANGES BETWEEN HAWAII AND AFRICAN AMERICANS. Establishes the commission on African American history and culture to recognize the contributions of the African American people in Hawaii and educate citizens of the State.

RELATING TO ENERGY PERFORMANCE CONTRACTING FOR PUBLIC BUILDINGS. Provides that agencies entering into energy performance contracts receive budget appropriations and have access to financing options; that an energy performance contract has a maximum term of 25 years, including the construction period; and that agencies implementing performance contracts provide annual reports to the Department of Business, Economic Development, and Tourism. Includes housekeeping measures. (SD1)

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FOR THE MED-QUEST DIVISION. Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2013-2014 to address the budget shortfall for the general support for health care payments program (HMS 902) in the Department of Human Services. RELATING TO APPOINTMENT OF EXEMPT PERSONNEL IN THE DEPARTMENT OF HUMAN SERVICES FOR THE STATE MEDICAL ASSISTANCE PROGRAMS. Authorizes the director of human services to appoint and employ professional staff, not subject to chapter 76, Hawaii Revised Statutes, when in the determination of the director the services to be performed are unique and essential to the execution of the functions of the state medical assistance programs. Effective 7/1/2050. (SD1)

RELATING TO THE ESTABLISHMENT OF AN ENVIRONMENTAL INFORMATION MANAGEMENT OFFICE. Establishes an Office of Environmental Information Management within the Department of Health. Effective July 1, 2014.

RELATING TO RADIATION LEVELS. Requires and appropriates funds for DOH to implement a pilot project to monitor radiation levels over the next five years and to post periodic reports on its website. (SD1)
