RELATING TO COMPENSATION. Establishes the calculation of overtime compensation for government public works construction contracts that are greater than $2,000 to be not less than one and one-half times the laborer's or mechanic's basic hourly rate of pay plus the cost of fringe benefits. Establishes that the overtime compensation rate shall be the rate specified in a collective bargaining agreement if the basic hourly rate is based on such agreement. Effective 7/1/2050. (SD2)

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Authorizes the Hawaii Housing Finance and Development Corporation Board of Directors to set the salary of the Hawaii Housing Finance and Development Corporation Executive Director; provided that the salary does not exceed a specified amount. Effective 7/1/2050. (SD2)

RELATING TO APPOINTMENT OF EXEMPT PERSONNEL IN THE DEPARTMENT OF HUMAN SERVICES FOR THE STATE MEDICAL ASSISTANCE PROGRAMS. Authorizes the director of human services to appoint and employ managerial and professional staff, not subject to Chapter 76, Hawaii Revised Statutes, when in the determination of the director the services to be performed are unique and essential to the execution of the functions of the state medical assistance programs. Effective July 1, 2050. (SB2845 HD1)

RELATING TO ESTABLISHING A SECOND DEPUTY DIRECTOR POSITION FOR THE DEPARTMENT OF HUMAN SERVICES. Restores the second deputy director position for the department of human services. Effective July 1, 2050. (SB2846 HD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Requires, rather than allows, the employees' retirement system to require any department or agency of the State or counties to furnish to the system certain payroll and personnel transaction information, including any changes or errors in payments that require correcting or updating. Provides that if a department or agency fails to provide the information, the State or county is required to pay to the system, on the first day of the following fiscal year in which the failure occurred, an amount equal to the employer contributions payable by the State or county relative to that department or agency. Provides that if the required payment is not made on the first day of the fiscal year, any unpaid amounts shall bear interest and any subsequent payments shall be applied first to accrued interest and then to the required payment. Requires reporting. Effective 7/1/2050. (SD2)

RELATING TO THE HAWAII LABOR RELATIONS BOARD. Authorizes notice of hearings to be served by electronic service through a company designated by the Hawaii labor relations board. Clarifies the process to replace a recused Hawaii labor relations board member representing labor.

RELATING TO PUBLIC WORKS. Appropriates funds for two additional labor law enforcement specialist IV positions in the department of labor and industrial relations to assist the enforcement of Hawaii's wage and hour law on public construction projects. Effective 7/1/2050. (SD2)

RELATING TO PUBLIC EMPLOYMENT. Requires, rather than permits, hiring to be done in accordance with civil service laws when the state historic preservation division of the department of land and natural resources hires professional and technical staff. Requires that any civil service exempt positions created after July 1, 2014, expire after three years of its enactment unless affirmatively extended by the legislature. Effective 07/01/50. (SD1)

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
