MAKING AN APPROPRIATION TO SUPPORT UNIVERSITY OF HAWAII COLLECTIVE BARGAINING COSTS.

Provides general fund appropriation to support employment costs for Collective Bargaining Unit (7) and its excluded counterparts.

Provides temporary disability benefits to employees who suffer disabilities as a result of donating organs.

RELATING TO LABOR.

Provides that compromises for workers' compensation claims reached as a result of a third-party liability claim or action do not require the approval of the Director of Labor and Industrial Relations.  Effective July 1, 2014.  Repealed June 30, 2016.

RELATING TO HAWAII LABOR RELATIONS BOARD.

Requires the governor to select the labor member of the Hawaii labor relations board from a list of nominees submitted by labor organizations.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Changes the formula for crediting unused sick leave to retirement benefits for public employees who become members of the Employees' Retirement System after June 30, 2014.

RELATING TO INVESTMENT AUTHORITY OF THE EMPLOYEES' RETIREMENT SYSTEM.

Repeals the limitation on the holding period for real estate acquired by the Employees' Retirement System by foreclosure, enforcement of security, or in satisfaction of debts.

Status

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND TASK FORCE.

Extends the sunset date and the report due date of the Hawaii Employer-Union Health Benefits Trust Fund Task Force and extends the lapse date of the appropriation to support the task force to June 30, 2015, by amending Act 268, Session Laws of Hawaii 2013.

Status

RELATING TO WORKERS' COMPENSATION.

Requires independent medical examinations and permanent impairment rating examinations for workers' compensation claims to be performed by physicians mutually agreed upon by employers and employees.  Allows for the use of an out-of-state physician under certain conditions.  Repeals on 06/30/2018.

Status

RELATING TO EMPLOYMENT.

Requires twelve weeks of partially-paid leave at a maximum of sixty-six per cent of regular salary for all employees.  Establishes trust fund funded by employee contributions.  Appropriates funds to the Department of Labor and Industrial Relations for positions to administer the trust fund.  Effective July 1, 2014.

Status

RELATING TO PAYMENT OF WAGES.

Clarifies that employers may pay wages by direct deposit under certain conditions.  Prohibits employers from paying wages by pay cards, debit cards, or similar means of electronic payment card.  Makes employers responsible for any fees incurred if an employer has insufficient funds for the direct deposit.
