RELATING TO LABOR. Applies provisions relating to prevailing wages for public construction work to public-private partnerships.

RELATING TO HAWAII LABOR RELATIONS BOARD. Requires the governor to select the labor member of the Hawaii labor relations board from a list of nominees submitted by labor organizations.

RELATING TO LABOR. Provides that compromises for workers' compensation claims reached as a result of a third-party liability claim or action do not require the approval of the Director of Labor and Industrial Relations. Effective July 1, 2014. Repealed June 30, 2016.

RELATING TO HIGHWAY SAFETY. Specifies that operating a motor vehicle in the State while using a mobile device is a traffic infraction. Specifies that the penalty for such an infraction shall be a fine of not less than $250 and that collected fines shall be deposited in the state highway fund. (HB1509 HD1)

RELATING TO ILLEGAL PARKING UPON BIKEWAYS. Sets a minimum fine of $200 for parking a vehicle on a bicycle lane or pathway. (HB1706 HD1)

RELATING TO SEXUAL ASSAULT. Removes the statute of limitations for criminal and civil actions arising from sexual assault in the first and second degrees and continuous sexual assault of a minor under the age of fourteen years. Effective July 1, 2050. (HB2034 HD1)

RELATING TO THE CODE OF ETHICS. Proposed HD1: Clarifies the fair treatment provisions of the ethics code by separating out certain limitations placed on task force members from those placed on legislators, and clarifying that legislators are not prohibited from taking action in the exercise of legislative functions.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 438 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8504 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony. Those wishing to provide oral testimony will be limited to two minutes.
