RELATING TO CHILD SUPPORT. Requires the family court to issue a separate child support order for each child. Automatically terminates child support payments for a child, as provided by law.

RELATING TO CHILD SUPPORT ENFORCEMENT. Requires Orders of Support to itemize the amount of the attorney's fees and prohibits the Child Support Enforcement Agency from enforcing the attorney's fees portion of the order. Effective January 1, 2015.

RELATING TO LITERACY. Provides funding to the department of human services to establish a statewide literacy program utilizing local programs and nonprofits to provide direct services.

RELATING TO INCOME TAX CREDITS. Amends income tax credit for low-income household renters to adjust for inflation.

RELATING TO HUMAN SERVICES. Establishes the task force on medicaid payment and reimbursement. Appropriates funds for the staffing, operations, and convening of the task force. Effective July 1, 2014.

RELATING TO TAXATION. Requires the Department of Taxation to develop a plan and proposed legislation to implement a flat income tax no later than the 2017 taxable year. Dedicates a percentage of the flat income tax to medicaid.

RELATING TO HUMAN SERVICES. Clarifies that the recovery of overissuances of supplemental nutrition assistance program assistance and for the recovery of all public assistance overpayments shall be made to the maximum extent allowable by federal regulations.

RELATING TO A BASIC BILL OF RIGHTS FOR VICTIMS AND WITNESSES. Provides for child victims of serious crimes to obtain priority on court calendars to minimize the psychological effects of the crime and the associated re-traumatization of child victims. Minimizes the loss of evidence associated with time lapse memory losses of young children.

RELATING TO SAFETY. Creates and implements a silver alert program to alert the public of any missing senior citizen with an impaired mental condition, to be operated concurrently with the Maile Amber Alert program.

RELATING TO TAXATION. Increases the standard deduction and allowable personal exemption amounts. Increases the number of exemptions that may be claimed by taxpayers who are 65 years of age or older and meet certain income requirements.

RELATING TO TAXATION. Provides a taxpayer who hires an individual with a disability a nonrefundable tax credit for the six-month period the individual is initially hired by the taxpayer.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
