RELATING TO FISCAL RESPONSIBILITY. Establishes a commission within the department of taxation to review and make recommendations on expenditures, revenue enhancement, and tax reform.

RELATING TO THE CHILD SUPPORT ENFORCEMENT AGENCY. Appropriates funds to the department of the attorney general for various positions within the child support enforcement agency.

RELATING TO JUVENILE JUSTICE. Appropriates funds to the family court division of the judiciary and the office of youth services to reduce juvenile delinquency recidivism through evidence-based practices and mental health and substance abuse treatment programs, respectively. Effective July 1, 2014.

RELATING TO JUVENILE JUSTICE. Enhances the juvenile justice system by concentrating secure bed space on serious juvenile offenders. Strengthens disposition, adjustment, diversion, and services available for juvenile offenders to ensure family court judges, court staff, departmental staff, and service providers have the tools needed to keep youth safely and effectively in their communities. Increases interagency collaboration. Establishes a temporary Juvenile Justice Oversight Advisory Council. Effective July 1, 2014.

RELATING TO STATE CONTRACTS. Requires the Chief Procurement Officer to debar an offerer for up to three years for certain crimes, contract violations, or ethical violations. Effective July 1, 2014.

RELATING TO THE ENVIRONMENTAL RESPONSE, ENERGY, AND FOOD SECURITY TAX REPEAL DATE. Enables a resource strategy aligned with the State's 2030 clean energy laws. Revises the environmental response, energy, and food security tax repeal date to June 30, 2030.

RELATING TO CARE FACILITIES. Requires adult residential care homes and community care foster family homes to submit corrective action plans to address deficiencies found pursuant to Department of Health inspections. Requires the Department of Health to respond to corrective action plans within sixty working days of receiving the plan. Effective July 1, 2050.

RELATING TO HOME CARE LICENSING. Appropriates funds to establish a full-time equivalent permanent position in the Department of Health to facilitate the licensing of home care agencies. Effective July 1, 2050.

RELATING TO GROUP HOMES. Establishes a registry for clean and sober homes within the Department of Health. Appropriates funds. Amends the county zoning statute to better align functions of state and county jurisdictions to comply with federal law. Effective July 1, 2050.

RELATING TO HUMAN SERVICES. Requires the State to pay interest on late payments to an operator of an adult day care facility, community care foster family home, or adult residential care home. Effective July 1, 2050.

RELATING TO HEALTH CARE. Amends the state supplemental payment amounts for specified types of adult residential care homes and provides for annual adjustment. Changes the public assistance allowance to an unspecified percentage of the current federal poverty level. Effective July 1, 2050.

RELATING TO TAXATION. Provides a taxpayer who hires an individual with a disability a nonrefundable tax credit for the six-month period after the individual is initially hired by the taxpayer. Applies to taxable years beginning after December 31, 2050.

RELATING TO A HOMELESS PERSON'S BILL OF RIGHTS. Establishes a homeless person's bill of rights. Effective July 1, 2050.

RELATING TO INVESTMENT AUTHORITY OF THE EMPLOYEES' RETIREMENT SYSTEM. Repeals the limitation on the holding period for real estate acquired by the Employees' Retirement System by foreclosure, enforcement of security, or in satisfaction of debts.

MAKING AN APPROPRIATION FOR THE OFFICE OF COMMUNITY SERVICES. Requires the Office of Community Services to review the current grants-in-aid process and all grants-in-aid submitted to and granted by the Twenty-sixth Legislature. Requires a report on the grants-in-aid process. Appropriates an unspecified amount to the Office of Community Services for fiscal year 2014-2015. Effective July 1, 2014.

RELATING TO LABOR. Annually increases minimum wage 1/1/15 - 1/1/17. On 9/30/17 and thereafter requires DLIR to adjust the minimum hourly wage in accordance with the Honolulu region consumer price index. Deletes tip credit.
