MAKING AN APPROPRIATION FOR THE SENIOR FARMERS' MARKET NUTRITION PROGRAM. Appropriates moneys to the senior farmers' market nutrition program. Effective July 1, 2050.

RELATING TO TAXATION. Increases the standard deduction and allowable personal exemption amounts. Increases the number of exemptions that may be claimed by taxpayers who are 65 years of age or older and meet certain income requirements. Effective July 1, 2050.

RELATING TO HEALTH. Requires Med-QUEST and Medicaid coverage for chiropractic care, limited to 24 visits per calendar year. Appropriates funds. Effective July 1, 2050.

RELATING TO QUALIFIED COMMUNITY REHABILITATION PROGRAMS. Amends the civil service exemption for personal service contracts for custodial and grounds maintenance services with qualified community rehabilitation programs to last no more than one year and at a cost of $850,000 per contract.

RELATING TO PERSONS WITH DISABILITIES. Establishes and appropriates funds for the Medicaid Buy-in Program for Workers with Disabilities. Effective July 1, 2014.

RELATING TO HEALTH. Appropriates funds to provide primary medical, dental, and behavioral healthcare to uninsured and underinsured patients and restores basic adult dental benefits to medicaid enrollees. Appropriates moneys to community health centers to provide outreach and eligibility services as well as behavioral services and to establish health care homes for medicaid enrollees. Effective July 1, 2050.

RELATING TO FOSTER CARE SERVICES. Increases the monthly board rate for foster care services. Makes an appropriation. Requires DHS to report on impact of board rate increase. Effective July 1, 2050.

RELATING TO YOUTH. Requires the office of youth services to coordinate a five-year safe places for youth pilot program to establish a network of safe places where youth can access safety and services. Establishes the position of safe places for youth program coordinator. Establishes rules to allow minors to consent to enter the safe places program. Makes appropriation. Effective July 1, 2014.

RELATING TO YOUTH. Statutorily establishes the Resources for Enrichment, Athletics, Culture, and Health (R.E.A.C.H.) Program within the Office of Youth Services to provide after-school programs in public middle and intermediate schools. Establishes revolving fund. Appropriates funds to establish the program and one full-time position. Effective July 1, 2050.

RELATING TO JUVENILE JUSTICE. Appropriates moneys to the office of youth services to contract for mental health treatment, substance abuse treatment, and practices proven to reduce the likelihood of recidivism among court-involved youth or youth placed on probation. Effective July 1, 2050.

RELATING TO INCOME TAX CREDITS. Amends income tax credit for low-income household renters to adjust for inflation. Effective July 1, 2050.

RELATING TO HOUSING. Appropriates funds to DOH and DHS for homelessness service programs. Mandates the establishment of the return-to-home program. Transfers administrative responsibility for the homeless assistance working group from DHS to the legislature. Requires chairpersons of the committees on human services of the senate and the house of representatives to convene the homeless assistance working group.

RELATING TO HOUSING. Appropriates unspecified amounts to various programs that provide housing, housing assistance, and supportive services to individuals at risk of or experiencing homelessness. Amends structure and composition of homelessness working group. Effective July 1, 2050.
