RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates chapter 329, Hawaii Revised Statutes (HRS), to make it consistent with amendments to federal law on controlled substances. Amends sections 329-14, 329-18, and 329-20, HRS, to add new controlled substances federally scheduled as required under section 329-11, HRS. (SD2)

RELATING TO THE INVESTOR EDUCATION PROGRAM. Appropriates funds for the operation of investor education and other related financial education programs, targeted to kupuna, within the department of commerce and consumer affairs. (SD1)

RELATING TO CABLE TELEVISION SYSTEMS. Deletes the requirement that the department of commerce and consumer affairs conduct annual management and financial audits of designated public, educational, or governmental access channels. Removes the sunset provision in Act 19, Session Laws of Hawaii 2011, thereby permanently allowing the director of commerce and consumer affairs to designate an access organization to oversee public, educational, and governmental channels and requiring the cable advisory committee to advise the director and access organizations on certain matters. RELATING TO FIBER OPTICS. Requires installation of infrastructure that accommodates, at a minimum, fiber optic cable broadband systems in new condominiums and planned communities. Effective January 1, 2018. (SB1236 HD1)

RELATING TO CRIMINAL HISTORY RECORD CHECKS FOR REAL ESTATE APPRAISERS. Authorizes criminal background checks for real estate appraisers as required by federal law. (SD1)

RELATING TO ASSOCIATION ALTERNATIVE POWER OF SALE FORECLOSURE PROCESS. Clarifies the parties that a homeowners association can serve through publication, after a hearing before a judge, in a nonjudicial foreclosure proceeding.

RELATING TO THE UNIFORM POWER OF ATTORNEY ACT. Establishes the Uniform Power of Attorney Act. Defines the levels of authority granted in a power of attorney to the principal's agent. Requires the agent to act in good faith and within the scope of authority granted in the power of attorney. Provides sample documents to be used to create a statutory form power of attorney. Repeals Chapter 551D, Hawaii Revised Statutes, the Uniform Durable Power of Attorney Act. (SD2)

RELATING TO INSURANCE. Adopts revisions to the National Association of Insurance Commissioners' model laws on Credit for Reinsurance Model Act (Part I), Standard Valuation Law (Part II), Standard Nonforfeiture for Life Insurance (Part III), and Insurance Holding Company System Regulatory Act (Part II). Takes effect on 7/1/2050. Part I takes effect on 1/1/2051. (SD2)

RELATING TO PROCUREMENT. Prohibits any contract that is entered into by any governmental body with a person licensed under chapter 464, Hawaii Revised Statutes, from requiring the contractor to defend the governmental body from claims arising out of the contractor's performance under the contract. Provides that the requirement for persons licensed under chapter 444, Hawaii Revised Statutes, to defend a governmental body from claims arising out of the contractor's performance under, or any subcontractor's performance pursuant to, the contract shall not extend beyond the owner's final acceptance of the project and the contractor's warranty period up to a minimum of one year after final acceptance. RELATING TO FINANCIAL DISCLOSURE STATEMENTS. Requires the financial disclosure statements of the commissioners of the public utilities commission to be made available for public inspection and duplication. (SD1)

RELATING TO THE PUBLIC UTILITIES COMMISSION. Clarifies the Public Utilities Commission's authority concerning standard administrative practices, including operational expenditures and the hiring of personnel. Effective 7/1/50. (SD1)

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST SEAWATER AIR CONDITIONING PROJECTS ON OAHU. Extends the authorization of the issuance of special purpose revenue bonds to Honolulu Seawater Air Conditioning, LLC, for the purpose of design and construction of a seawater air conditioning district cooling system in downtown Honolulu, for an additional five years. Effective June 29, 2014. (SD1)
