Agenda:
The purpose of this informational briefing is to discuss the concerns with basic services under the supervision of Community Ties of America (CTA). The briefing will also cover the renewal process of CTA'S contract with DHS. The discussion will also center on possible improvements and proposals for CTA.

The briefing will identify concerns regarding possible conflicts of interest in the certification of Community Care Foster Family homes as well as concerns regarding case management, the current client referral system (discharge network), proper placement of clients and the difference in pay provided to private case managers and case managers under the supervision of CTA.

The need for regulation and oversight of private case management agencies will also be covered at this briefing.

Moreover, transfer of patients from Community Care Foster Family Homes will be discussed as well as the possible concerns regarding transfer trauma and what safeguards DHS, CTA and the operators of Foster Homes have in place to prevent such trauma to their patients.

The Victory Over Violence movement and its efforts are aimed at reducing violence in communities around the world. The origins of the Victory Over Violence Movement will be discussed as well as the significance of the "Non-Violence" sculpture.

On March 30, 2009 the House Committee on Human Services passed HCR243, REQUESTING THE STATE CAPITOL TO HOUSE THE NONVIOLENCE SCULPTURE. The Non-Violence sculpture is a symbol of peace and has been installed at the United Nations Plaza in New York, the headquarters of the International Olympic Committee in Switzerland, and at the Waterfront in Cape Town, South Africa.

The City and County of Honolulu no longer requires business licenses for these facilities because of Act 35, Session Laws of Hawaii 2001, so the sanitation certificate is unnecessary for Oahu. The counties of Kauai, Maui, and Hawaii never required a sanitation certificate for these types of businesses.

Limits expenditure from the probation services special fund to $400,000 every fiscal year.

Clarifies the law with respect to assault against a law enforcement officer.

Requires the department of public safety to report to the legislature any inmate or correctional facility employee death within 24 hours.

Requires the deputy director for law enforcement within the department of public safety to be a graduate of a law enforcement academy or a law school; provided that the requirement shall not be applied retroactively to persons appointed prior to July 1, 2009.

Clarifies the circumstances under which inmates may be transferred between Hawaii facilities and facilities outside of Hawaii.

Requires the Department of Public Safety to develop a plan to use current funding resources to improve community-based programs to assist female offenders in transitioning from prison back into the community.

Hawaii Clean Energy Initiative
In January 2008 a Memorandum of Understanding (MOU) was signed between the State of Hawaii and the U.S. Department of Energy. This agreement created the Hawaii Clean Energy Initiative, which seeks to transform Hawaii's energy portfolio into a predominately renewable energy mix, moving away from Hawaii's over-reliance on imported fossil fuels. Under the agreement, Hawaii is positioned to become the testing ground for a portfolio of renewable and efficient energy technologies, pioneering financial, policy, and business models that can be replicated throughout the United States.

Elements of the MOU include: planning for the "structural transformation" needed to help Hawaii develop renewable sources of energy and utilize energy efficiency; fostering financial and policy innovations; supporting public acceptance and awareness of renewable energy technologies; and building a workforce to create and sustain a "clean energy economy."

The purpose of this joint legislative informational briefing is to update the Committee on Health and Committee on Energy and Environmental Protection by providing an overview of the history of the existing state water quality standards and current condition of the City and County of Honolulu's treatment facilities at the Sand Island and Honouliuli Wastewater Treatment Plants. While the national transition to digital television (DTV) takes place on February 17, 2009, Hawaii's full-power television stations are switching early -- on January 15, 2009. If your constituents use a rooftop antenna or rabbit ears to watch TV, they'll need to upgrade before January 15 with a converter box, a new digital TV set or a subscription to a pay TV service like cable satellite, or they will lose TV reception.

The purpose of this informational briefing is to brief legislators on what the FCC and Hawaii television stations are doing to help Hawaii residents make the transition without problems. The FCC's Hawaii DTV Transition Manager, Lyle Ishida, will present an overview of Hawaii's transition, its converter box coupon program and hotline info for any TV reception problems.

A folder labeled "Public Folder" containing materials presented at the briefing will be available for shared use by members of the public.

This is not a public hearing, no testimony will be accepted.
