STATE OF HAWAII

HOUSE RESOLUTION

urging the city and county of honolulu and honolulu police department to increase police presence in haleiwa due to an increase in homeless individuals and crime in the area.

WHEREAS, Hawaii has one of the highest rates of homelessness in the nation; and

WHEREAS, in addition to posing a direct risk to the health and safety of affected individuals, homelessness also serves as an added stressor or contributing factor in many crimes; and

WHEREAS, Haleiwa is home to many residents and is one of the most popular destinations for visitors, as it is well-known for good surfing conditions and unique Hawaii foods and shopping; and

WHEREAS, however, due to an increase in homeless individuals in Haleiwa, there has been an increase in crime, particularly because of the high number of visitors to the area, who are often victims of theft and other crimes; and

WHEREAS, there is also a growing concern about violent crime committed by unsheltered persons; and

WHEREAS, an increase in law enforcement presence in Haleiwa would help to deter crime and increase safety in the area for visitors and residents; now, therefore,

BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the City and County of Honolulu and Honolulu Police Department are urged to increase police presence in Haleiwa due to an increase in homeless individuals and crime in the area; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu and Chief of Police of the Honolulu Police Department.
