A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE twelfth SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $15,825,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the twelfth senatorial district, as follows:

1.   Jefferson Elementary School

     A.   Construction and equipment to furnish and install two window air conditioning units in each of the four classrooms in Building R.

          Total funding                                  $50,000

2.   Lunalilo Elementary School

     A.   Covered basketball courts.

          Design                          $80,000

          Construction                   $800,000

          Total funding                                 $880,000

     B.   Covered walkway to provide shelter from the library to the cafeteria.

          Design                          $30,000

          Construction                   $300,000

          Total funding                                 $330,000

     C.   Air conditioning for the front office.

          Design                          $50,000

          Construction                   $200,000

          Equipment                      $300,000

          Total funding                                 $550,000

3.   Queen Kaahumanu Elementary School

     A.   Plans, design, and construction for the repaving and renovation of basketball courts, ground and site improvements, and equipment and appurtenances.

     B.   Plans, design, and construction for an additional parking lot, ground and site improvements, and equipment and appurtenances.

4.   Washington Middle School

     A.   Relocate the existing sewer line in conjunction with the renovation of restrooms in Building F.

5.   Ala Wai Small Boat Harbor

     A.   Replace floating docks at the boat ramp.

          Total funding                                 $600,000

     B.   Replacement of finger piers along Row 600.

     C.   Replacement of finger piers along Row 500.

          Design                         $300,000

          Construction                 $2,900,000

     D.   Replacement of finger piers along Row 400.

6.   Waikiki Master Plan Improvements

     A.   Construction relating to the Waikiki Master Plan.

          Construction                 $3,150,000

          Total funding                               $3,150,000

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:

     (1)  The sums appropriated in items (1) through (4) shall be expended by the department of education; and

     (2)  The sums appropriated in items (5) and (6) shall be expended by the department of land and natural resources.

     SECTION 4.  This Act shall take effect on July 1, 2021.
