Clarifies that cards issued by a county for the purposes of paying transit fares and county fees and other uses are not subject to section 431B-13, Hawaii Revised Statutes.

Establishes a one-time amnesty program for liabilities for taxable years beginning on or transactions occurring on or after 01/01/2010 through taxable periods ending on or transactions occurring on 12/31/2020.  Specifies that the amnesty period begins 01/01/2022 and completes no later than 12/31/2022.

RELATING TO HOUSING.

Repeals the Hawaii Housing Finance and Development Corporation's Downpayment Loan Assistance Program and Homebuyers' Club Program.

RELATING TO INSURANCE DATA SECURITY.

Adopts the National Conference of Insurance Commissioners' Insurance Data Security Model Law to establish insurance data security standards for Hawaii insurance licensees.

Requires the State to conform to those provisions of the Consolidated Appropriations Act of 2021 relating to taxable income and deductible expenses.

Clarifies that social welfare organizations granted tax exempt status under 501(c)(4) of the Internal Revenue Code are subject to the same requirements of other charitable organizations that solicit funds from the public.

Requires the counties to have medical examiners who are licensed physicians and certified anatomic or forensic pathologists.  Repeals section providing for coroners.

Exempts the sale of precious metal bullion from the general excise tax.

RELATING TO THE DISTRIBUTION OF LEASES UNDER THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED.

Requires Hawaiian Homes Commission to distribute leases to all beneficiaries within 10 years. Removes financial consideration in obtaining a lease. Requires the construction of pu'uhonuas or communal living arrangements by the department.

RELATING TO CORONAVIRUS DATA.

Requires the department of health to disclose the exact location where covid-19 cluster cases have originated in each county, including the name and address of each establishment, and the number of individuals involved in each case.

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR KAISER COMPLEX SCHOOLS IN THE SEVENTEENTH AND EIGHTEENTH REPRESENTATIVE DISTRICTS.

Appropriates funds for a capital improvement project to provide the remaining Kaiser Complex schools air conditioning for the 17th and 18th Representative Districts.

RELATING TO GENERAL EXCISE TAX.

Provides a one-year exemption to any business demonstrating they were dependent on county, state, or federal funding to sustain them during state mandated closures. Business may only qualify for this exemption once.

RELATING TO CORONAVIRUS TESTING AT AIRPORTS.

Requires the department of transportation, in collaboration with the department of health, to establish covid-19 testing sites and conduct rapid testing at all airports operated by the department of transportation with flights arriving from the continental United States and internationally. Appropriates funds.
