RELATING TO EDUCATION.

Requires the State board for career and technical education to oversee and review annually statewide data collection processes and reporting requirements related to the student attainment of industry-recognized credentials.  Requires certain agencies to collect and report disaggregated data on students' attainment of industry-recognized credentials.  Requires certain agencies to pursue data-sharing agreements with credentialing entities.  Requires an annual report to the governor and legislature.  (SD1)

RELATING TO ENVIRONMENTAL PROTECTION.

Establishes a green fee surcharge of $20 on transient accommodations for the purposes of funding workforce and services that promote certain environmental goals based on the total number of visitors to the State.  Repeals on June 30, 2031.  (SD1)

RELATING TO PROCUREMENT.

Implements certain recommendations of the procurement policy review conducted pursuant to House Resolution No. 142, Regular Session of 2016.  Allows a bidder to clarify and correct non-material or technical issues with subcontractor listings for up to twenty-four hours after the bid submission deadline.  Requires that bids for construction be publicly opened no sooner than twenty-four hours after the bid submission deadline.  Effective 7/1/21; provided that part III is effective 12/31/22.  (SD1)

RELATING TO STATE SMALL BOAT HARBOR FEES.

Amends the various fees the department of land and natural resources may charge for the usage of state small boat harbors and amends how those fees are applied.  (SD1)

RELATING TO THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES.

Requires the Department of Accounting and General Services to purchase only zero-emission vehicles for its motor pool fleet beginning on 1/1/22.  Requires the Department of Accounting and General Services, in coordination with other state agencies, to submit a plan to convert the State's motor pool fleet to zero emissions vehicles to the Legislature no later than twenty days prior to the convening of the regular session of 2022.  (SD1)

Eliminates the superintendent of education as a voting member constituting the public employer for the purpose of negotiating a collective bargaining agreement with personnel of the department of education.  (SD1)

Authorizes the Department of Land and Natural Resources to issue new ocean recreation commercial permits by public auction.

RELATING TO AGRICULTURAL ENTERPRISES.

Authorizes the department of agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture.  Establishes the agricultural enterprise program.  Establishes the agricultural enterprise special fund.  Requires the board of agriculture to annually report an accounting of non-agricultural park lessees to the legislature.

RELATING TO INFORMATION TECHNOLOGY PROJECTS.

Establishes an information technology modernization program management office to provide guidance and support to major public information technology projects.  (SD1)
