Renames the agricultural development and food security special fund as the land, aquaculture, freshwater, or sea-based food development and food security special fund and expands the scope of the special fund to include land, aquaculture, freshwater, or sea-based food production.

RELATING TO COFFEE PEST CONTROL.

Extends the sunset date for the coffee berry borer pesticide subsidy program and the program manager position, including the position's civil service and collective bargaining laws exemption, to 06/30/2024.  Provides that no single coffee grower shall receive more than $6,000 for each pest per year in subsidies between 06/30/2021, and 07/01/2023.

RELATING TO INFRASTRUCTURE IMPROVEMENT DISTRICTS.

Specifies that the cost of regional infrastructure improvements made by the Hawaii Housing Finance and Development Corporation may be assessed against transit-oriented development projects specifically benefiting from the improvements.  Requires the Hawaii Interagency Council for Transit-Oriented Development to review and make recommendations on applications for subaccount funds for infrastructure projects related to transit-oriented development.

Establishes the Office of Aerospace Development in the Hawaii Technology Development Corporation instead of the Department of Business, Economic Development, and Tourism.  Repeals the Pacific International Space Center for Exploration Systems.  Transfers the rights, powers, functions, and duties of the Pacific International Space Center for Exploration Systems to the Office of Aerospace Development.  Allows the Aerospace Advisory Committee to select the Director of the Office of Aerospace Development.  Reduces the number of members on the Aerospace Advisory Committee.  (SD1)

RELATING TO THE HAWAIIAN LANGUAGE.

Requires the governor, lieutenant governor, state legislators, and heads of principal departments to prominently display a Hawaiian language translation of the name of their office or department at least once on the main page of their official website and in the letterhead of their stationery.  Requires all letterheads, documents, symbols, and emblems of the State and other political subdivisions that include Hawaiian words or names to include accurate and appropriate Hawaiian names, spelling, and punctuation.  Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation.  Clarifies that the full text of bills and other official documents are not required to be written in Hawaiian and that misspelled or incorrectly punctuated Hawaiian words and names shall not invalidate the documents or render them unenforceable and no cause of action shall arise accordingly.  (SD1)

Increases the amount of the rental motor vehicle surcharge tax from $5 to $8 for any county with a resident population of more than 125,000, but less than 195,000. Effective 1/1/2050.  (SD1)

RELATING TO FUNDING FOR THE DIVISION OF CONSERVATION AND RESOURCES ENFORCEMENT.

Allocates a portion of the Conveyance Tax to the Division of Conservation and Resources Enforcement of the Department of Land and Natural Resources to partially cover operational costs related to upholding the laws that serve to protect, conserve, and manage Hawaii's unique and limited natural, cultural, and historic resources.  (SD1)

RELATING TO THE STADIUM DEVELOPMENT DISTRICT.

Establishes the stadium development district special fund.  Revises the general development guidance policies for the stadium development district and clarifies the respective roles the stadium authority and Hawaii community development authority in the development of the stadium development district.  Broadens the powers and duties of the stadium authority, including authorizing the stadium authority to acquire and hold title to real property.  Exempts land to which the stadium authority holds title from the definition of "public lands."  Authorizes the Hawaii community development authority, with approval from the governor, to delegate to other state agencies implementation of capital improvement projects, under certain conditions.  Broadens the representation of the stadium authority by adding two members to its membership.  Amends the general bond authorization made by Act 268, Session Laws of Hawaii 2019.  Makes the financial disclosures of members of the stadium authority public records pursuant to section 84-17(d), Hawaii Revised Statutes.  (SD1)
