RELATING TO RENAMING KAHULUI AIRPORT ACCESS ROAD.

Renames Kahului Airport Access Road on Maui as the Mayor Elmer F. Cravalho Way.

RELATING TO ROADS.

Establishes a road connectivity task force to assess and identify ways of improving road access in rural areas and in subdivisions with substandard roads. Requires a report to the legislature.

RELATING TO THE STATE HIGHWAY SAFETY COUNCIL.

Reduces the membership of the State Highway Safety Council appointed by the Governor from twenty to ten.

RELATING TO TRANSPORTATION.

Requires the posting of depth gauge signs, in a manner consistent with the Federal Highway Administration's Manual on Uniform Traffic Control Devices, on any portion of a public highway that lies within a special flood hazard area and is prone to flooding. Appropriates funds.

RELATING TO MOTOR VEHICLE REGISTRATION.

Amends the law relating to registration renewals and initial registrations of motor carrier vehicles of any motor carrier who has an outstanding federal out-of-service order. Adds a definition for "out-of-service order".

RELATING TO AIRPORTS.

Clarifies airport jurisdiction with respect to land use compliance and county permits.

RELATING TO THE AIRPORT ZONING ACT.

Establishes a five-mile airport hazard area for prevention of potentially hazardous conditions that may be caused by certain land uses or actions. Requires state and county agencies to coordinate land uses and permit approvals with the Hawaii Department of Transportation for land located in the airport hazard area.

RELATING TO AIRCRAFT.

Establishes a non-commercial aircraft landing fee and non-commercial aircraft storage fee. Directs proceeds from these fees into the general fund. Defines "non-commercial aircraft".

RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Authorizes the director of transportation to transfer funding between program identification numbers within the harbors division; provided that the aggregate amount transferred in a fiscal year does not exceed an unspecified amount.

Abolishes, repeals, or reclassifies various non-general funds of the department of transportation.

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST KEAHOLE HOTEL & SUITES LLC.

Authorizes the issuance of special purpose revenue bonds to assist Keahole Hotel & Suites LLC with planning, designing, constructing, and equipping facilities for a hotel at the Ellison Onizuka Kona International Airport at Keahole.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
