RELATING TO FIREARMS.

Establishes the offense of a loaded firearm while intoxicated as a petty misdemeanor.

MAKING AN APPROPRIATION TO THE DEPARTMENT OF THE PROSECUTING ATTORNEY OF THE CITY AND COUNTY OF HONOLULU.

Appropriates funds to the Department of the Prosecuting Attorney of the City and County of Honolulu as a grant-in-aid for the career criminal prosecution unit.

MAKING AN APPROPRIATION TO THE DEPARTMENT OF THE PROSECUTING ATTORNEY OF THE CITY AND COUNTY OF HONOLULU.

Appropriates moneys to the Department of the Prosecuting Attorney of the City and County of Honolulu for the victim-witness assistance program.

      Status & Testimony

RELATING TO RESTRAINING ORDER VIOLATIONS.

Requires a court to sentence a person convicted of violating an injunction or restraining order or order of protection during the term of a stay-at-home order imposed by the State or a county in which the violation occurred to a mandatory minimum jail sentence of not less than thirty days and fined not less than $5,000.

RELATING TO RECORDINGS OF LAW ENFORCEMENT ACTIVITIES.

Establishes the right of persons to record law enforcement activities.  Establishes a private right of action for violations of the right.

RELATING TO POLICING.

Requires each county police department to collect certain data regarding police stops, uses of force, and arrests, and submit to the legislature annual reports.

SB 765

      Status & Testimony

RELATING TO OPERATING A VEHICLE UNDER THE INFLUENCE OF AN INTOXICANT.

Defines "highly intoxicated driver".  Provides the evidentiary standard for establishing that a person was a highly intoxicated driver.  Requires that ignition interlock devices be installed and maintained on one or more vehicles registered to, and all vehicles operated by, anyone convicted of operating a vehicle under the influence of an intoxicant, during the applicable period of license revocation.  Increases the license revocation period ordered by the Administrative Driver's License Revocation Office and extends the applicable lookback periods from five to ten years.  Establishes higher penalties for a highly intoxicated driver operating a vehicle.  Establishes higher penalties for offenses of operating a vehicle under the influence of an intoxicant.

RELATING TO LAW ENFORCEMENT.

Clarifies membership and certain powers and duties of the Law Enforcement Standards Board, establishes new deadlines for the completion of board responsibilities, and provides appropriate funds and resources to enable the board to accomplish its mission.

RELATING TO CRIME.

Establishes a special intergovernmental task force to eradicate illegal gambling and drug activities and to establish community safe zones across the State.  Requires a report to the legislature.
