MAKING APPROPRIATIONS TO PROVIDE FOR THE EXPENSES OF THE LEGISLATURE, THE AUDITOR, THE LEGISLATIVE REFERENCE BUREAU, THE OMBUDSMAN, AND THE ETHICS COMMISSION.

Proposed HD1:  Appropriates funds to provide for the expenses of the Legislature, Auditor, Legislative Reference Bureau, Ombudsman, and Ethics Commistion.

RELATING TO TAXATION.

RELATING TO SEXUAL ABUSE OF MINORS.

Expands the time period by which a civil action for childhood sexual abuse may be initiated.  Extends the period during which a victim of childhood sexual abuse may bring an otherwise time-barred action against the victim's abuser or a legal entity having a duty of care.  Allows recovery of treble damages in certain circumstances.  Provides for training on trauma-informed response.  Applies retroactively to 4/24/2020.  Effective 7/1/2060.  (HD2)

RELATING TO THE DEPARTMENT OF HUMAN SERVICES.

Requires health insurance providers that provide health benefits plans funded by the Hawaii employer-union health benefits trust fund or the state medicaid agency and providers that provide medicare advantage (medicare part C) health benefits plans to provide administrative data to the health analytics program in the department of human services.  Requires the health analytics program to develop an annual plan for the analysis, maintenance, and publication of collected all-claims, all-payer administrative data.  Effective 7/1/2060.  (HD2)

RELATING TO MARINE LIFE CONSERVATION DISTRICTS.

Establishes the marine life conservation district special fund for the collection and use of moneys for the management, protection, restoration, and enhancement of the State's marine life conservation districts and the resources contained within, and authorizes the department of land and natural resources to collect fees for the use of marine life conservation districts and the resources contained within, subject to certain conditions.  Effective January 1, 2050.  (HD1)

RELATING TO REGISTRATION OF VEHICLES.

Allows the director of finance of a county to require payment of outstanding charges owed to the county for the towing, removal, or disposal of an abandoned or derelict vehicle within the county before issuing a motor vehicle certificate of registration, except when the motor vehicle was stolen or taken without permission or authorization.  Effective 1/1/2050.  (HD2)

RELATING TO POST-SECONDARY EDUCATION.

Requires accredited and non-accredited for-profit post-secondary educational institutions that are authorized in the State to disclose in print and electronic media and signage that they are for-profit businesses.  Effective 7/1/2060.  (HD1)

RELATING TO BULLYING.

Requires the board of education to develop a bullying prevention and response action plan.  Requires the board of education to report annually to the legislature.  Repeals Act 214, Session Laws of Hawaii 2011.  Effective 7/1/3021.  (HD2)

RELATING TO EDUCATION.

Requires the board of education to develop statewide performance standards to be culturally relevant, historically and scientifically accurate, and nondiscriminatory.  Requires a standards-based curriculum and its related educational materials to be nondiscriminatory.  Establishes certain requirements for school complexes when developing standards-based curricula.  Requires reports to the legislature.  Effective 7/1/2050.  (HD1)

RELATING TO THE INFORMATION TECHNOLOGY STEERING COMMITTEE.

Amends the terms and composition of members of the information technology steering committee.  Requires the chief information officer to present an annual report to the information technology steering committee for public comment prior to submitting the report to the governor and legislature.  Effective 7/1/2060.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
