RELATING TO BOTTLED WATER. Repeals the requirement that noncarbonated bottled water be transported, stored, processed, or bottled through lines or equipment through which only water is passed.

RELATING TO THE BROWNFIELDS CLEANUP REVOLVING LOAN FUND. Enables use of funds for environmental site assessments and for sub-grants to eligible entities for assessment and cleanup of brownfields sites.

RELATING TO WASTE MANAGEMENT. Part I: broadens the definition of "food waste" as used in integrated solid waste management. Excludes facilities designed primarily for composting organic material such as food waste and green waste, on-site school campus food waste programs, and recycling drop-off facilities from the requirement that waste or disposal facilities shall not be constructed, modified, or expanded without first establishing a buffer zone of no less than one-half mile from the nearest residential, school, or hospital property line. Part II: establishes a class of artisan-scale composting operations exempt from department of health regulations to divert organic materials from Hawaii's landfills.

RELATING TO STATEWIDE COMPOSTING. Requires the department of health to establish a multi-tiered registration and permitting system for all classes of solid waste composting facilities. Requires the department of health to update its co composting rules by 1/1/2023, and every ten years thereafter. Permits composting and co-composting operations in agricultural districts.

RELATING TO GREENHOUSE GAS EMISSIONS. Convenes a Sustainable Aviation Fuel Task Force within the Hawaii State Energy Office to develop a state action plan to reduce the greenhouse gas intensity of international air transportation from Hawaii.

RELATING TO CARBON OFFSETS. Establishes procedures for the department of transportation to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State.

RELATING TO MEASUREMENT STANDARDS. Exempts hydrogen fuels from petroleum product measurement requirements.

RELATING TO CLEAN ENERGY FINANCING. Creates the clean energy and energy efficiency revolving loan fund in the Hawaii green infrastructure special fund, to be administered by the Hawaii green infrastructure authority. Amends and expands the purpose of the $50,000,000 revolving sub-fund for state agencies and also includes the electrification of fleet vehicles. Repeals the building energy efficiency revolving loan fund. Appropriates loan ceiling.

RELATING TO MOPEDS. Prohibits a retailer from selling or offering for sale combustion engine-powered mopeds beginning January 1, 2023.

RELATING TO GROUND TRANSPORTATION. Prohibits the sale of new motor vehicles that are solely powered by fossil fuels and designed for personal use beginning January 1, 2030, by motor vehicle dealers and salespersons.

RELATING TO RENTAL MOTOR VEHICLES. Authorizes the counties to regulate the number of rental motor vehicles within their respective jurisdictions.

RELATING TO TRANSPORTATION. Requires lessors of rental motor vehicles to include an option for the lessee in the motor vehicle rental agreement to contribute a sum to DLNR for the preservation and protection of the environment. Takes effect 1/1/2022.

RELATING TO CLIMATE CHANGE MITIGATION. Assesses a climate change mitigation impact fee on every customer who rents, leases, or utilizes a rental motor vehicle. Establishes the climate change mitigation special fund. Specifies that the impact fees collected shall be deposited to the credit of the general fund; provided that beginning July 1, 2024, the impact fees shall be deposited to the credit of the climate change mitigation special fund.

RELATING TO ZERO-EMISSION VEHICLES. Requires certain rental motor vehicle lessors to expedite the incorporation of one hundred per cent zero-emission vehicles into the lessor's fleet by 7/1/2035. Requires motor vehicle lessors to certify their compliance to the director of commerce and consumer affairs. Beginning 1/1/2022, establishes a rental motor vehicle emissions surcharge tax on certain rental motor vehicles with internal combustion engines.

RELATING TO RENEWABLE ENERGY. Amends the definition of renewable portfolio standard for electric utility companies to be a percentage of electrical energy generation, rather than sales. Defines a renewable portfolio standard for gas utility companies. Requires gas utility companies to establish renewable energy portfolio standards and provides a means for gas utility companies to achieve the renewable energy portfolio standards.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be able to testify. However, all written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
