RELATING TO GRANTS.

Allows an organization to qualify for grants under chapter 42F, Hawaii Revised Statutes, if the organization spends at least ninety per cent of its operating budget in the State.

RELATING TO CAPITAL GAINS.

Increases the capital gains tax threshold from 7.25 per cent to 9 per cent.  Effective for tax years beginning after 12/31/2020.

RELATING TO CONSUMER PROTECTION.

Requires retailers of household appliances to conspicuously display available energy efficiency rebates funded by the public benefits fee and state-specific energy operation costs.  Requires the public benefits fee administrator to create and update the template to be used by retailers.  Requires the Hawaii state energy office to publish signage requirements for household appliances on its website and provide a draft notification letter to the administrator to be distributed to retailers.  Effective 7/1/2050.  (HD1)

Status

RELATING TO MANAGEMENT OF STATE FUNDS.

Establishes linked investments to provide loan funds for agriculture and authorizes the director of finance to commit no more than $5,000,000 in certain available moneys for the creation of linked investments through agreements with eligible lending institutions.  Appropriates funds to the department of budget and finance to hire one position to administer the linked investment program.  Effective 7/1/2050.  (HD1)

RELATING TO TRANSIENT ACCOMMODATIONS TAX.

Amends chapter 237D, Hawaii Revised Statutes, to repeal the misdemeanor criminal penalty for failing to register under that chapter and replace it with a fine structure.  Applies personal liability provision under general excise tax law to transient accommodations tax.  Makes various technical amendments to chapter 237D, HRS.  (HD1)

RELATING TO THE BROWNFIELDS CLEANUP REVOLVING LOAN FUND.

Enables the use of funds from the brownfields cleanup revolving loan fund for environmental site assessments and for sub-grants to eligible entities for assessment and cleanup of brownfields sites.  Effective 7/1/2050.  (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
