SENATE CONCURRENT
RESOLUTION
URGING THE GOVERNOR AND COUNTY MAYORS TO SUPPORT AND FURTHER DIALOGUE AND CONVENING OF EFFORTS THROUGHOUT ALL SECTORS OF HAWAII TO PROACTIVELY DEVELOP NEW INITIATIVES THAT STRENGTHEN ‘ĀINA-BASED ASSETS TOWARD A MORE THRIVING HAWAII.
WHEREAS, Hawaii is a place of abundance and when the community reconnects to place in the work that it does, the community moves Hawaii toward a state that can sustainably thrive; and
WHEREAS, one interpretation of ‘āina means "that which feeds," and Hawaii has thrived for many generations through the understanding and practice of he ali‘i ka ‘āina, he kauwā ke kanaka – that the land is a chief and we are its stewards; therefore, we have a responsibility to uplift and care for this place in which we live; and
WHEREAS, an ‘āina-based values mindset is driven by the fundamental premise that our well-being is inextricably tied to the well-being of the ‘āina and that by nurturing the earth, we nurture ourselves; and
WHEREAS, the coronavirus disease 2019 (COVID-19) pandemic has shown that caring for place and one another is more critical than ever; despite its challenges to ourselves and the community, the COVID-19 pandemic has given us a glimpse of a future ripe with new possibilities, where the reciprocal relationship with ‘āina is fundamental to Hawaii's social, economic, and environmental recovery and resiliency; and
WHEREAS, further exploring and expanding these possibilities requires the collaboration of many voices and the co-development of solutions grounded in principles of respect, resiliency, and responsibility; and
WHEREAS, the generation for solutions for our social, economic, and environmental recovery and resiliency are based on our ability to recognize the opportunities that come with new challenges and to nurture the confluence of this collective thought and practice that can lead toward the strengthening of our foundations and development of innovations that empower all; and
WHEREAS, this body acknowledges the foundational importance of ‘āina-based values and desire to expand this mindset to all sectors of Hawaii; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the House of Representatives concurring, that this body supports the adoption of ‘āina-based values to guide Hawaii to a healthy and thriving future; and
BE IT FURTHER RESOLVED that this body supports the efforts of community organizations working together to expand ‘āina-based values across all sectors of society and to proactively develop new initiatives in the State; and
BE IT FURTHER RESOLVED that this body urges the Governor and county mayors to support and further dialogue and convening of efforts throughout all sectors of Hawaii to proactively develop new initiatives that strengthen ‘āina-based assets toward a more thriving Hawaii; and
BE IT FURTHER RESOLVED that it is in the interest of the State to support and further dialogue and convening of entities within all sectors of Hawaii to proactively develop new initiatives that strengthen ‘āina-based assets toward a more thriving Hawaii; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and county mayors.
