A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE fourteenth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $23,712,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the fourteenth senatorial district, as follows:
1. Aiea Intermediate School
A. Install cover over the basketball/tennis/volleyball court areas.
Total funding $2,650,000
B. Bus/car stop shelter.
Total funding $2,700,000
2. Dole Middle School
A. Outdoor learning and meeting space for students.
Total funding $150,000
3. Fern Elementary School
A. Paved play court for the back area of F building.
Total funding $50,000
4. Kalihi Waena Elementary School
A. Kalihi Stream Footbridge
Plans, design, and
Total funding $3,000,000
5. Linapuni Elementary School
A. Install a handwashing sink in the cafeteria entrance.
Total funding $500,000
B. Install a six-foot chain link fence in front of the school.
Total funding $700,000
C. Repave and repaint staff parking lot.
Total funding $800,000
6. Moanalua Elementary School
A. Design, construction, and equipment for electrical upgrade and air conditioning improvements, ground and site improvements, equipment, and appurtenances.
Total funding $600,000
B. Design, construction, and equipment for a multi-purpose innovation center, ground and site improvements, equipment, and appurtenances.
Total funding $3,250,000
7. Moanalua Middle School
A. Replace existing cafeteria window louvers to tinted double pane aluminum awning windows.
Total funding $92,000
8. Red Hill Elementary School
A. Covered play court (design and construction, ground and site improvements, equipment, and appurtenances).
Total funding $4,000,000
B. New parking lot (design and construction for new parking lot, including a new lot and ADA access to campus, ground and site improvements, equipment, and appurtenances).
Total funding $2,850,000
9. Webling Elementary School
A. Design, construction, and equipment for campus covered walkways, ground and site improvements, equipment, and appurtenances.
Total funding $1,000,000
B. Design, construction, and equipment for new phone system throughout campus, support facilities, ground and site improvements, equipment, and appurtenances).
Total funding $1,020,000
10. Moanalua Gardens Foundation
A. Engineering services for the conceptual and construction plans of the section of road between crossings 15 and 16 of the existing four-mile Kamananui Valley Road.
Total funding $350,000
SECTION 3. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 4. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items (1) through (9) shall be expended by the department of education; and
(2) The sum appropriated in item (10) shall be expended by the department of land and natural resources.
SECTION 5. This Act shall take effect on July 1, 2021.
