S.B. NO.

906

THIRTY-FIRST LEGISLATURE, 2021

STATE OF HAWAII

A BILL FOR AN ACT

RELATING TO THE PRESIDENT OF THE UNIVERSITY OF HAWAII SYSTEM.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  The legislature finds that it is a matter of statewide concern that the president of the university of Hawaii serves simultaneously as the chancellor of the university of Hawaii at Manoa.  Serving in both roles leads to inevitable conflicts of interest.

The purpose of this Act is to separate the position of president of the university of Hawaii from the chancellor position of any university of Hawaii campus.

SECTION 2.  Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to subpart A of part I to be appropriately designated and to read as follows:

"§304A-    President of the university of Hawaii; prohibition on concurrent service.  No person shall serve concurrently as president of the university of Hawaii and the chancellor of any university of Hawaii campus, including as an acting or interim chancellor."

SECTION 3.  New statutory material is underscored.

SECTION 4.  This Act shall take effect upon its approval.
